Communications-Electronics Command (CECOM) proposes to conduct
noncompetitive negotiations with the Canadian Commercial Corporation
for modification of Contract No. DAAB07-98-C-F505 to add a requirement
for the contractor to conduct a study of use of an airborne
communications node relay to extend the range of the AN/GRC-245 High
Capacity Line of Sight (HCLOS) radio which it is producing under the
contract. The study is to identify the required hardware, expected
performance, and any limitations in use of a relay mounted on an
Unmanned Aerial Vehicle (UAV) to extend the range of the AN/GRC-245
HCLOS radio. CECOM proposes to negotiate noncompetitively with Canadian
Commercial Corporation for this work because its subcontractor for
Contract No. DAAB07-98-C-F505, Canadian Marconi Company of Ville
Saint-Laurent, Quebec, Canada, is the developer and sole producer of
the AN/GRC-245 HCLOS radio and has proprietary rights to the radio data
which will be required to conduct the study. See numberedNote 22.
