Atmospheric Administration (NOAA), National Marine Fisheries Service
(NMFS), Office of Law Enforcement, is issuing notice of intent to
negotiate a sole source contract with Connecticut Dept of Environmental
Protection Div of Conservation law Enforcement, to monitor fishing
vessel arrivals, departures and landings and commercial seafood dealer
transactions. Fully trained and equipped Conservation Officers
(hereinafter referred to as CO's) will be provided by the State to
inspect, monitor and document arrivals, departures and activities of
federally regulated fishing vessels in specifically identified
Connecticut ports. The State CO's will be available to provide this
service both on weekdays and weekends. Connecticut CO's will be
available prior to 8:00 AM and after 5:30 PM on any day, as well as
during normal weekday duty hours. The Connecticut Dept. is the only
federally deputized entity which is capable of implementing a program
of federal enforcement assistance in Connecticut to monitor vessel
landings and, upon request, conduct site visits to determine and
appropriately document vessel landing activity to ensure compliance
with Federal fishery regulations. The period of performance will be
from the effective date of the contract through 12 months thereafter.
The statutory authority for other than full and open competition is 41
U.S.C. 253 (c)(1), Only one responsible source. The Connecticut Dept
of Environmental Protection is the only source capable of performing
the proposed contract since it is the only source that has the
authority to enforce fishery regulations in state waters. Interested
parties may identify their interest and capability to respond to the
requirement or submit proposals. Any party interested in receiving a
copy of the RFQ shall provide written notice to the Contracting Office.
The RFQ document will be issued on or about November 10, 1999. Fax

contract will be made on the basis of quotations received in response
to this notice since this synopsis cannot be considered a Request for
Quotations. This is a Simplified Acquisition with a value of less than
