(407)380-4603 This synopsis revises CBD Submission No. 390871 which
appeared in the CBDNet on 12 Oct 99 by adding Simulation Networking
(SIMNET) and Close Combat Tactical Trainer (CCTT) devices to the
Gunnery Maintenance Trainer (GMT) Life Cycle Contractor Support (LCCS)
Program. The GMT LCCS program is now redesignated the Gunnery
Maintenance and Tactics Trainer (GMTT) LCCS Program. Offerors
previously responding to CBDNet Submission No. 390871 need not respond
to this Synopsis revision. This synopsis solicits information from
potential offerors for total Life Cycle Contractor Support (LCCS) for
the Gunnery, Maintenance, and Tactics Trainers (GMTT) located
worldwide. Currently there are 30 staffed field sites in CONUS,
Republic of Korea, Germany, Bosnia, Macedonia, Oman, and Eygpt. The
CONUS staffed field sites additionally support approximately 120
National Guard sites. Devices include, but are not limited to the
following: Abrams Full Crew Interactive Simulation Trainers (A-FIST);
Conduct of Fire Trainers (COFTs)for the M1/ M1A1 tanks, M2A1/M3A1/
Bradley Fighting Vehicles (BFVs) and M2A2/M3A2 ODS BFVs;
M1/M1A1/M2A1/M3A1 Platoon Gunnery Trainers (PGT); Diesel Engine
Simulators, Field Artillery Turret Maintenance Trainers (FATMT);
Hydraulic Systems Simulators; M1/M1A1/M2A1/M3A1 Maintenance Trainers;
M1/M1A1 Hands on Trainers (HOT); M1/M1A2/ Tank Driver Trainers (TDT);
M1A2 Advanced Gunnery Training System (AGTS); Paladin Institutional
Maintenance Trainer (IMT); Precision Gunnery Training Systems (PGTS)
for DRAGON and TOW; Tactical Vehicle Maintenance Panel Trainers;
Thru-Sight Video (TSV) Systems; and Videodisc Gunnery Simulator (VIGS).
Tank Weapon Gunnery Simulation System (TWGSS) and Precision Gunnery
System (PGS) (US ARMY and USMC systems) include but are not limited to
the following: M1/M1A1/M1A2 /M1A2SEP Abrams tank,
M2/M3/M2A1/M3A1/M2A2/M3A2/ODS/M2A3/M3A3/ Bradley, LINEBACKER, and USMC
Light Armored Vehicle (LAV25). Simulation Networking (SIMNET) is
arranged in company and platoon sites and consists of M1 Abrams, M2
Bradley, and Dismounted Infantry devices. Currently there are seven (7)
staffed field sites in CONUS, Germany, and Korea. One (1) M1 site and
one (1) M2 site are mobile SIMNET versions that relocate within a
geographical region to support National Guard training. SIMNETs are
keyed to Distributed Interactive Simulation (DIS) exercises such as
Synthetic Theatre of War (STOW), Prairie Warrior, and Force XXI.
Devices also include Close Combat Tactical Trainer (CCTT) systems such
as M1A1 Abrams, M2A2 Bradley, M113A3, HMMWV, Fire Support Team Vehicle
(FISTV), and Dismounted Infantry Manned Modules. Currently there are
eight (8) staffed CCTT field sites in CONUS, Germany, and Korea. Two
(2) of the CONUS sites support mobile CCTT sets. Both mobile sites have
M1A1 Abrams and M2A2 Bradley sets. CCTT site operations include
operating the Semi-Automated forces workstations and the After Action
Review workstations. From time to time the GMTT LCCS contractor may be
required to provide LCCS for additional devices and/or sites. The
contractor shall provide total LCCS which includes, but is not limited
to, all necessary labor, maintenance, materials and supply support,
engineering services (hardware and software), and, as required,
training support services at select locations (instructors/operators)
in support of the GMTT. The contractor shall also possess the
capability to produce and install re-host/digitization upgrade kits for
the COFTs. The anticipated GMTT contract will be a 5-year (base year
plus options) Fixed Price Award Fee service contract awarded on a Best
Value basis. All respondents to this notice are requested to provide,
at minimum, the following information: (1) state your firm's specific
capabilities to perform LCCS services (e.g. technical expertise,
personnel, managerial qualifications, past experience with similar
services, proposed teaming arrangements, hardware/software
capabilities, etc.); (2) state your business size in relation to SIC
Code 8711 size standard of $20M (also state if you are a small and
disadvantaged or certified 8(a) business); (3) state your interest as
either a prime or sub contractor (if considering subcontracting
opportunities, state which of the requirements you are interested in
subcontracting). This announcement does not constitute a request for
proposal. The Government reserves the right to offer the requirement to
the 8(a) Program or to set aside the requirement for small business
participation only. Interested parties should provide the requested
