This is not a request for proposals and in no way obligates the
Government in an award of any contract. This sources sought synopsis
contains the most currently available information. This information is
subject to change at any time. The Aberdeen Test Center (ATC), located
at Aberdeen Proving Ground, Aberdeen, Maryland, is seeking sources
capable of providing Test Support Services. Currently, the Government's
in house workforce is performing these services. It is intended to
perform a cost comparison, pursuant to OMB Circular No. A-76, in order
to determine the most efficient and cost effective performing
activity. Accordingly, a contract may or may not ultimately be awarded
as a result of the cost comparison. If a contractor is determined to
be the most cost effective performing activity, an award will be made
in accordance with OMB Circular A-76 in conjunction with all other
applicable Army and Government acquisition regulations and best
practices. A brief summaryof their functions included under this

anticipated that personnel and facility requirements will include the
necessity to have or obtain security clearances. If you are interested

planning of acquisition strategy, please respond to the following

Identify which of the listed functions your organization has experience
in. 5. Identify those functions in which you have little or no
experience, but you believe you can perform and why. 6. Other pertinent
information. ALL PROSPECTING OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA

RETURNED. The solicitation will be available over the Internet in
Microsoft Word 6.0TM format and will reside upon the APG Homepage,
located on the Word Wide WeB. No solicitation exists at this time. It
is anticipated that the solicitation will be released in February,
2000. It is recommended that you respond to this synopsis, including
all information requested above, if you would like to be notified
electronically upon release of the solicitation. All offerors who
request to be notified will be informed via email. Airfield Operations
Operating the airfield for use by ATC and other tenants, and
supporting testing by performing tasks such as aerial photography,
sling-load operations, and hazardous cargo transport. Ammunition
Accountability Oversight of acquisition, inventory and disposition of
ammunition throughout ATC to ensure adequate safeguards are in place to
provide 100% accountability for all ammunition. Artillery Test Support
Test set up, ammunition handling and firing of weapons to support
testing of foreign and domestic weapons, ammunition and armor.
Automotive Shop Inspection, maintenance, repair and modification of
test vehicles, and evaluation of items undergoing tests based on
analysis of vehicle condition. Ballistics Analysis Analysis of data
using mathematical and statistical concepts to compare engineering test
data against specific criteria, and provide customers with conclusions
and recommendations related to test item performance. Budget Analysis
Develop short and long range funding requirements, and monitor
execution of the test activity funding program comprised of RDTE,
Procurement and Other Maintenance, Army (OMA) appropriations. Business
Development Identifying and pursuing potential workload from new and
existing customers to maximize the use of ATC capabilities and
facilities in place to sustain the DOD Major Range and Test Facility
Base. Development of partnerships with industry, local governments and
academia where mutually beneficial and to promote technological
advancements and technology transfer. Chemistry Laboratory Support
Perform chemical analyses in laboratory and field settings using
standard and non-standard procedures. Computer Networking and Wireless
Communications Design, installation and maintenance of local area
network, addressing connectivity and security issues. Environmental
Compliance Implement policies and procedures and manage programs to
accomplish highly complex, dynamic and intrusive RDTE activities to
protect the environment and ensure compliance with federal, state, and
local environmental laws and regulations while accomplishing highly
complex and potentially intrusive testing. Experimental Fabrications
Fabrication, modification and repair of test models, text fixtures,
weapons, instruments, gages and related equipment using machining,
welding and metalworking techniques. Experimental Weapons Diagnosis,
repair and modification of large and small caliber weapons used in
testing that may be foreign, prototype, fielded or obsolete. Also
requires machining and welding of small arms, modifying and fabricating
weapons parts to correct malfunctions or meet test requirements. Fire
Control Support Operation and maintenance of foreign and domestic
combat vehicle fire control systems; repair and modification of
assemblies/subassemblies. Geodetics Application of mathematical and
surveying techniques in a military-unique environment to determine
ballistics reference data and to provide other geographical information
concerning geometric reference points and mapping. Heavy Equipment
Support Lifting, hauling, rigging, earth moving, bulk fuel delivery,
and blocking/bracing to support testing. High Explosive Operations
Modification and loading of all calibers of ammunition (standard and
experimental, foreign and domestic) to support test programs;
preparation and static detonation of explosive charges;
demilitarization of excess munitions by open burning and open
detonation. Human Factors Evaluation Conducting or providing technical
advise for human factors testing and evaluation of military and
commercial test items, addressing factors such as field of view, field
of fire, speech intelligibility, manual readability, physical hazards,
and heat stress. Imaging Services Provides support to the ATC test
mission by providing visual information in the form of videos, motion
pictures, still and electronic photography.  Digital images of
high speed ballistic detonations masked by fire and smoke 
Photographs of high speed artillery rounds in flight showing sabot
development and parts integrity. Mechanical Design Scientific and
engineering services for long-range planning and development of
measurement instrumentation, test methodologies, test fixtures, to
support the test mission. Quality Assurance Monitors organizational
performance; and develop and implement a plan to obtain certification
of ATC procedures. Safety Compliance Implementation of a safety and
health program to address all aspects of operating in a testing
environment, including aviation safety, radiation protection,
ammunition handling requirements, and safeguards for working in areas
that may contain unexploded ordnance. Security and Intelligence
Implementation of a security program to ensure compliance with
regulatory requirements for information, personnel, physical,
technology, nuclear, and communications security to safeguard the
highly sensitive test information and operations at ATC. Small Arms
Repair Repair and maintain small arms (generally 37mm or smaller,
hand-held, or automatic); weapons to be repaired are currently fielded
items, prototype, foreign, and obsolete. Software and Robotics Testing
System testing involving the integration of hardware and software
systems under development; performance of verification, validation and
analysis to support development of models and simulation applications.
Systems Operations System administration of corporate computing
platforms including e-mail, corporate database server, desktop
operations and user support at widely dispersed locations at Aberdeen
and Edgewood areas of APG. Test Information Management Development of
business and software applications, e.g., to control instrumentation,
provide a means of transmitting data from test sites to centrally
accessible computer. Manage the Army Test Incident Reporting System and
other ATC-developed systems containing developmental and operational
test data and information for DOD. Modeling and Simulation Services
Development of a comprehensive testing environment, using models and
simulations for more focused testing; creation of a VPG infrastructure
shared by TECOM test centers, and providing a virtual test bed for
ground systems. Workload Analysis and Test Policy Monitoring of current
and projected workload and analysis of trends-short range to determine
how to adjust manpower commensurate with fluctuating workload, and
long range to justify resource requirements since projected workload is
the basis by which TECOM allocates resources. Implementation of test
