Pre Solicitation Synopsis published in the Commerce Business Daily (CBD) on 4 Feb 99. The Government currently intends to issue the Request For Proposal (RFP) on the ASC Pre-Award Information Exchange System (PIXS) on or about 12 Oct 99. This solicitation will only be published electronically via the PIXS at Wright -- Patterson Air Force Base, OH (http://www/pixs.wpafb.af.mil). No hard copies will be sent. Responses will be due 30 days from the issue date of the RFP. All responsible sources may submit a proposal, which shall be considered. Facsimile or alternate proposals are not acceptable and will be considered non responsive. This procurement is for highly specialized intelligence analysis required by the National Air Intelligence Center (NAIC) . This effort will support NAIC in the evaluation and analysis of intelligence data on foreign developments in future weapon systems, subsystems and technologiesimpacting on the U.S. Air Force threat issues, based upon all-source intelligence information, associated with various national missile defense and other new initiatives as they develop. Mr Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer.
