S -- UNIFORM SUPPLY SERVICES FOR FEO, DCMO AND PSA OFFICES SOL 1999N00111 DUE 111699 POC Bill Bancroft, Contract Specialist, (770)488-2611 Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and as supplemented with additional information included in this notice. In additional, this acquisition utilizes the procedures contained in FAR Subpart 13.5 and Part 15. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is 1999N00111 and is issued as a Request for Proposal (RFP). The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. SIC code is 7218, with small business size standard of gross average revenue for three preceding fiscal years of not more than $10.5M per year. The procurement is unrestricted. The proposed contract will be firm-fixed price with base year followed by 4 option years. The purpose of the proposed contract is for the Contractor to provide all labor, materials, supplies, transportation and equipment necessary to provide uniform rental services for approximately 117 employees of the Facilities Engineering Office (FEO), Design and Construction Management Office (DCMO), and the Physical Security Activity (PSA) CDC Clifton Road and Lawrenceville, Georgia, facilities. Uniforms for both summer and winter months will be required, and all uniforms furnished will be of a quality so that the life of the uniforms will have, at a minimum, an estimated life of two years or more. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. FAR provision 52.212-2, Evaluation-Commercial Items, applies to this solicitation and the following evaluation criteria, as defined and responded to by the offeror in the proposal, shall be used to evaluate offers: (1) Technical capability to meet the requirement; (2) Price, (3) Past Performance and Experience; (4) Outline of Available Resources. Note that the non-cost evaluation factors, when combined, are approximately equal to price. Price will be evaluated for realism, completeness and reasonableness. Each offeror shall provide references on not less than three comparable uniform supply contracts performed in the last two years. Past performance information is critical and it shall be used in evaluation for award. It should include magnitude of projects, duration, items provided, points of contacts and locations. See FAR 52.217-5, Evaluation of Options, for information regarding method of evaluation of options. Offerors are cautioned that award may not be made to the Offeror submitting the lowest cost. Offerors are also advised that award may be made without discussions or any contact concerning the proposal received. Therefore, proposals should be submitted in the most favorable terms from both evaluation factors. Technical merit and past performance, when combined, are significantly more important than price. The following FAR clauses and provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial Items is applicable without addenda. Evaluation of technical merit will be based on technical capability of the item offered to meet the Government requirements. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.
