This request for Proposal (RFP) is being solicited with full and open competition (UNRESTRICTED) under FAR 19.10, Small Business Competitiveness Demonstration Program using Standard Industrial Code (SIC)1799. This will be a negotiated acquisition using Performance Price Tradeoff (PPTO)procedures and the evaluation criteria will be based on past performance and price with both factors being approximately equal. The resulting award will be a combination of Fixed-Price and Requirements type contract. This solicitation will be posted electronically on the Electronic Posting Site (EPS) at www.eps.gov no later than 15 Nov 99.
