This requirement is an Indefinite Delivery/Quantity (IDIQ), Quantity:
Min/Max: 45 each/194 each. Ordering Periods/Quantity: Year 1/45; Year
2/30; Year 3/30; Year 4/25, Year 5/25. First year quantity 45 each, in
accordance with The Bell Helicopter Textron Inc. part number
applicable to the AH-64 Aircraft. FOB Origin with a qty. 45 each to XU
Trans Ofc, Red River Army Depot, Texarkana, TX 75507-5000. This is a
Flight Safety part and Serial Numbers are required. The rights to use
the data needed to purchase this part from additional source(s) are not
owned by the Government and cannot be purchased, developed, or
otherwise obtained. It is uneconomical to reverse engineer this part.
An alternate source must qualify in accordance with the design control
activity's procedures, as approved by the cognizant Government
engineering activity. The qualification procedures must be approved by
the Government engineering activity have jurisdiction over the part in

Authority and Justification is 10 U.S.C. 2304 (c)(1). This proposed
contractual action is for supplies which cannot be procured through
full and open competition because the authority cited states only a
limited number of responsible sources and no other supplies or services
will satisfy the Agency requirement, FAR 6.302-1. To obtain this
