issue a Request for Proposal (RFP) for a Pulse Detonation Engine (PDE)
Flight Research Project. A PDE, for purposes of this acquisition, is
defined as any intermittent combustion engine intended to approximate
a constant volume thermodynamic cycle. The purpose of this acquisition
is the research and development of components, subsystems, and
systems, and the integration and testing of these items with a pulse
detonation engine (PDE). This effort will seek to understand and
demonstrate high-speed (approximately greater than Mach 1.5)
performance and operability in ground and flight experiments. The
fully-integrated PDE system will be ground-tested in one or more wind
tunnels, and will be captive-carry flown on both an F-15 and an SR-71.
The contract endproduct will be a report of the integrated PDE system
performance, which will provide essential design information for
potential PDE application for both a strike missile and a tactical
aircraft. The Offeror is expected to identify theirapproach for
providing the specific engine that will be used, and to provide its
plan for system integration into one or more wind tunnels and the
government-provided F-15/SR-71. The Government anticipates a Cost Plus
Incentive Fee Contract. A Pre-Proposal conference will be scheduled
approximately 2 weeks prior to the proposal due-date. Prospective
offerors interested in being notified via e-mail when the RFP is
available are invited to submit their e-mail addresses and FAX numbers

Linda.M.Kendrick@grc.nasa.gov. Entities that have already responded to
the Sources Sought Synopsis (posted 10/22/99) need not resubmit,
unless they are augmenting their information. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. The
RFP will be released on or about November 10, 1999. The RFP release
date is APPROXIMATE, so interested parties are requested to wait until
at least November 20th before making inquiries. The firm date for
receipt of proposals will be stated in the RFP, BUT SHALL BE NO SOONER
THAN 45 DAYS AFTER THE POSTING DATE OF THIS SYNOPSIS, AND NO SOONER
THAN 30 DAYS AFTER THE DATE THE RFP IS ACTUALLY ISSUED. Any questions
concerning this acquisition should be directed to the Contracting
Officer only. All qualified responsible sources may submit a proposal
