research in the areas of oceanography, meteorology, acoustics,
geoacoustics, and programming in accordance with a Naval Surface
Warfare Center, Crane Division (NAVSURFWARCENDIV Crane) Statement of
Work (SOW). The SOW requires the contractor to provide ocean and
aerospace engineering services including the testing and validation of
existing systems as well as fabrication of new prototype sensor
systems; and to provide programmatic support to MORIAH,
Micro-miniaturized Meteorological and Oceanographic Sensor (MEASURE),
and On-Scene System programs. Key personnel requirements are: program
manager with a Doctorate degree in physical ocean science or equivalent
with a minimum of 15 years experience in directing and administrating
a broad range of oceanographic programs; senior scientist with a
Doctorate degree in oceanography with a minimum of 15 years specialized
experience in applied littoral processes, particularly in the area of
applied wave and surf research; senior scientist with a Doctorate in
physics, mathematics, or equivalent and expertise in acoustic modeling
and model development specializing in the areas of ambient noise
modeling, transmission loss modeling, and ambient noise data analysis;
senior scientist with a Masters degree in oceanography with a minimum
of 15 years of experience in the tactical application of
meteorological and oceanographic parameters; senior scientist with a
Doctorate in mathematics, physics, or equivalent and a minimum of 15
years experience in radar signal processing, propagation, and clutter
rejection algorithm development; senior instrumentation scientist with
a Masters degree in ocean engineering or a minimum of 15 years of
technical experience in the field; scientist with a Masters degree in
physics or equivalent and broad experience in underwater acoustics and
marine physics; scientist with a Masters degree in oceanography,
geology, or related field and a minimum of 5 years experience as
managing technical editor in the production of standard Navy
publications; scientist with a Bachelor's degree in oceanography and a
minimum of 5 years of experience in coastal oceanography; scientist
with a Bachelor's degree in physics, mathematics, or equivalent with a
minimum of 3 years experience in scientific applications programming
applied to ambient noise and acoustic signal processing; engineer with
a Bachelor's degree in engineering or related field and a minimum of
3 years experience in mechanical design and fabrication; and a
technical illustrator with a Bachelor's degree in Art or Drafting or
certification in computer-aided drafting or desktop publishing This
procurement will be issued on a sole source basis to Neptune Sciences,
Inc., 150 Cleveland Avenue, Slidell, LA 70458. It is anticipated that
a five-year Indefinite-Delivery, Indefinite-Quantity contract will be
awarded with the minimum award amount estimated at $970,000 and the
maximum award amount estimated at $9,700,000. Delivery shall be FOB
