Law Enforcement and Corrections Technology Center-National
(NLECTC-National), is a program of the National Institute of Justice
(NIJ) Office of Science and Technology (OS&T). Aspen Systems
Corporation (ASC) is the Prime Contractor, and in conjunction with the
Office of Law Enforcement Standards (OLES) of the National Institute
of Standards and Technology (NIST), jointly administer the Law
Enforcement and Corrections Standards and Testing Program. This program
is designed to assist law enforcement and corrections agencies in
selecting and procuring safe and reliable equipment. Through the Law
Enforcement and Corrections Standards and Testing Program, scientists
and engineers work together with criminal justice professionals to
develop minimum performance standards for equipment, to test equipment
used by law enforcement agencies in NIJ/NLECTC certified laboratories,
and to disseminate the results through equipment performance reports.
NIJ OS&T has been instrumental in the research leading to the
development and commercialization of technologies to safely stop motor
vehicles involved in pursuits with law enforcement agencies. In
response to a high-priority request from the law enforcement community
and at the direction of NIJ OS&T, NLECTC-National is seeking proposals
from qualified sources to perform limited testing and evaluation of the
effectiveness of commercially available tire deflation devices against
vehicles equipped with "run-flat" or "self-sealing" tires. This
evaluation will result in a report that will be disseminated to the law
enforcement community. Parties submitting proposals should include a
narrative outlining proposed test methodologies; information pertaining
to their capabilities to perform this testing; length of time required
to complete testing; and cost estimates to perform this testing.
Please note that no funding has been allocated at this time to support
this initiative. Funding may be allocated based on the merit of
proposals received. Proposals must bereceived by 5:00 p.m. EST,
Wednesday, November 24, 1999. Proposals should be submitted to Mr.
