Murray, 215-814-5304 Two (2) Time and Materials contracts are contemplated for emergency and rapid response services with respect to the release or threat of release of oil, petroleum products, hazardous substances or pollutants and contaminants that pose an actual or potential threat to human health or welfare, or to the environment. The cleanup responses will be conducted under Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (Superfund), the Oil Pollution Act of 1990, the Robert T. Stafford Natural Disaster Act, or any other authority for which EPA has responsibility. RFP number PR-R3-99-10702 will be issued on or about December 1, 1999; proposals are due on or about January 15, 2000. The proposed contracts will each include a minimum of $250,000 of cleanup work and a maximum to be negotiated. The period of performance for each will be one year with three-one year options. The contractors will provide needed cleanup equipment, personnel, materials and other resources to accomplish containment, countermeasures, cleanup, mitigation, restoration, transportation and disposal of hazardous substances releases in EPA, Region III (Pennsylvania, Maryland, Delaware, Virginia, West Virginia, and the District of Columbia). The response time requirements are: (1) 2 hours for Philadelphia, PA; Pittsburgh, PA; Baltimore, MD; Washington, DC; Richmond, VA; and Charleston, WV; or within 25 miles thereof; and (2) 4 hours for the areas in Region III not covered in (1).
