Programs (OJP), Office of State and Local Domestic Preparedness, Center
for Domestic Preparedness at Ft. McClellan, has identified a
requirement for training of emergency responders. The training will
focus on Weapons of Mass Destruction (WMD), which includes study of
Chemical, Ordance/Explosives, Biological and Radiological (COBRA)
incidents perpetrated by terrorists. The following services will be
provided under this contract: (1) Training Delivery and Assessment; (2)
Planning; (3) Program of Instruction Development; (4) Course
Development; (5) Presenting Programs; (6) Training Media Development
and Management; (7) Training Support; (8) Providing Instructors; (9)
Revision of Course Materials; (10) Training Equipment Maintenance, and
Directed Procurement; (11) Administrative Support; (12) Mobile
Training Teams; and (13) Distance Learning. The contract is expected to
consist of a Base Year, with four One-Year options. The contract will
be Performance-Based. The award will be basedon best value. The RFP
will be posted on the INTERNET on or before November 19, 1999 at
http://www.ojp.usdoj.gov. Offerors are advised to check the site. The
anticipated SIC code is 8733 with a small business size standard of $5
million. A draft Statement of Work (SOW) will be available on or about
10/29/99, to interested firms by contacting Mr. Terence Haynes at
Haynest@ojp.usdoj.gov or (202) 305-9845 and request a copy of the
Solicitation. The request must include the firm's name, street address,
point of contact and his/her phone number and fax number, and the
E-mail address or mailing address to which the SOW should be sent. The
SOW will be available in WordPerfect 6.1 for Windows. Please review
that SOW and refer any comments or questions to Mr. Haynes via E-mail.
If a firm is still interested after reviewing the SOW, then it must
submit a qualification statement that is no more than three (3) pages
in length. Firms responding must identify whether they are a Large
Business, Small Business, Small Disadvantage Business, Education
Institution or other Nonprofit Organization, or Foreign-Owned, also
indicate whether the firm is 8(a) certified, Woman-Owned, or both. The
qualification statement must contain information that indicates the
firm's capability and experience to perform the tasks described in the
SOW. Information submitted should be pertinent and specific in the
technical area under consideration on each of the following
qualifications: (1) Experience: An outline of previous projects,
specific work previously performed or being performed and any in-house
research and development effort; (2) Personnel: Name, professional
qualifications and specific experience of personnel who may be assigned
as a Project Director and/or Project Manager. Also specific labor
categories, such as which represent the labor mix of support personnel.
A statement regarding industry security clearance. Any other specific
and relevant information as it pertains to this particular area of
procurement that would enhance our consideration and evaluation of the
information submitted. All qualification statementss and comments to
the draft SOW must be received at the Contracting Officer's address
referenced above NO LATER THAN November 12, 1999. Pre-proposal
