COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 29,1999 PSA#2465DESIGN/BUILD CONTRACTING WORKSHOP A One-Day Workshop will be held on 9
NOV 99 at ARNOLD AFB, TN consisting of : Developing the RFP,
Advertising of Solicitation, Competitive Selection Process,
Negotiation/Discussions, Contract Award, Design After Award,
Construction requirements, Composition of the RFP, Technical and
Administrative Requirements Prescriptive versus Performance
Specifications. How to read the RFP, Compliance with the Technical
Requirements, Designer of Record and QC requirements, what makes a
proposal a success, how the Selection Board looks at the proposals. How
the process works for selection of the "Best Value", how the SSEB works
from the owners' perspective, discussions, deficiencies,
clarifications, weaknesses, advantages and what they mean to the
process, scoring the technical proposals, FINAL REVISED PROPOSALS,
award of the contract. Designer of Record Requirements, relevant
experience, special design requirements for Arnold, AFB, Metric Design,
AS-Built Drawings, Contract Drawings and Specifications for
Construction, FAST-TRACK. Construction requirements including: NTP,
Pre-construction, 3 Step Inspection (QC), USACE QA process, shop
drawings, outages, permits, safety requirements, etc. The information
presented in this workshop will be site specific for projects at
ARNOLD, AFB, TN and based on past experiences at ARNOLD as well as
future work. The general and local conditions which can affect the work
or the preparation of successful proposals will be specific to ARNOLD.
The Government shall assume no responsibility for any understanding or
representations concerning conditions made by any of its officers or
agents during this workshop, unless included in a specific Request for
Proposals, specification, or related documents. In this regard,
attendees should note that discussions and presentations will be
tailored to the situations at ARNOLD, but will generally provide an
overview of the design/build process that could benefit competitors at
other sites as well. All parties planning to attend should provide the
following information to Ms. Peggy DuBray, Tennessee Area Office, 1433
Fifth Street, Arnold AFB, Tennessee 37389-9102, FAX (931) 454-3125,
Telephone (931) 455-6771, by noon, 4 November 1999: a. Name of firm
with complete mailing address. b. Name, title, and phone number of each
representative. c. DLSC number. Request for attendance received after
4 November 1999 will not be accepted. All attendees must be U.S.
citizens or must be admitted lawfully for permanent residence into the
United States. If representatives who are neither U.S. citizens nor
immigrant aliens wish to attend, they must be authorized to access
AEDC. Authorization is granted only on a Government-to-Government
basis. Application should be made through the appropriate embassy in
Washington, D.C. All representatives names must be entered to attend
the workshop. Transportation by privately owned vehicles to the
Auditorium and cafeteria of Arnold AFB, will require a vehicle
registration and/or temporary vehicle pass. No privately owned vehicles
willbe allowed on base without a temporary vehicle pass. A cafeteria
style lunch will be available at the cafeteria and will be paid for
individually. No cameras or recording devices will be allowed. Casual
