commercial items prepared in accordance with the format FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation: quotations
are being requested and a written RFQ will not be issued. RFQ No.
1425-00-SQ-1U-00105 is issued as a Request for Quotes (RFQ) and
incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-14. The Bureau of Reclamation, Upper Columbia
Area Office and Yakima Field Office, located at 1917 Marsh Road,
Yakima, has a requirement for janitorial services for the period
November 15, 1999 thru September 30, 2000,w with option to renew for
one (1) year, Oct 1, 2000 thru Sept 30, 2001 (Option Year 1). All
Sources requesting a copy of this RFQ shall do so in writing. Telephone
requests will not be accepted. FAX requests will be accepted at (509)
454-5615. All sources responding to this synopsis shall submit
information relating to business status including identification as to
whether small, large, minority-owned, or women-owned. This acquisition
is a small business set-aside. The standard size is $12 million and the
standard industrial classification code is 7349. All responsible
sources may submit a quote which will be considered by this agency. The
following FAR provisions and clauses apply to this acquisition:
52.212-1 Instructions to Offeror-Commercial Items (AUG 98), 52.212-2
indicates this purchase will be based on best value to the Government.
Evaluation-Commercial Items (JAN 99), 5212-3 Offeror, presentations
and Certifications-Commercial Items (MAY 99) 52.212-4 Contract Terms
and Conditions-Commercial Items (APR 00), 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (APR 99), Clause 52.215-5, paragraph (b) is
tailored to incorporate the following clauses by reference: 52.219-8 &
9, 52.225-3, 52.225-18, 52.225-21 and 52.222-41. The Government
intends to make a single award tothe responsible bidder whose bid is
most advantageous to the Government. Evaluation will iclude
verification that the offer meets past performance criteria, three
references (preferably government then commercial customers), price,
and price-related factors. Bidders are to include a completed copy at
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items (MAY 99), with RFQ. Offerors may
request a copy of this clause to be faxed to them. The closing time and
date for receipt of proposals is 12 noon, November 12th, 1999, local
time. Offers are to be mailed to the following address; Bureau of

All responsible sources may submit a bid, which will be considered by
