This is a Sources Sought notice-It is the intent to issue this solicitation as a Commercial Item containing Firm Fixed and Indefinite Quantity items. The length of the Service contract will be a base plus four option years. Estimated cost range is between $1,000,000 & $5,000,000. Please note -- no solicitation & drawing exists at this time; therefore, do NOT request a copy. Do NOT request solicitation documents until RFQ is issued. The RFQ CBD notice will have all necessary information for requesting solicitation documents. -- In order to ascertain the method of procurement, qualified small businesses, Hubzone, small disadvantaged, 8(a), and woman-owned small businesses are invited to submit a "Capability Statement" to this office. Information to be provided must include, but is not limited to, name and address of firm; size of business; average annual revenue for the past 3 years; number of employees, ownership and whether they are small, hubzone, small disadvantaged, 8(a), and/or woman-owned; number of years in business; affiliate information such as parent company or teaming partners; potential services to be subcontracted, if any; and list of customers (Government and non-government) covering the past 5 years (highlighting relevant work performed, contract numbers, contract type, dollar value of each procurement, and point of contact/addresses/and phone numbers, detailing all relevant technical qualifications, interested firms should also include in their capability statement demonstrative information relative to past performance and experience in managing a workforce and performing work similar to the requirements of this procurement. Capability statements should be no longer than 10 pages in length and should be received by this office no later than November 18. If sufficient interest in NOT received the Government reserves the right to determine the appropriate method and this solicitation will be issued UNRESTRICTED -- The SIC (Standard Industrial Classification) is 8744; size standard is $5.0 mil -- The purpose of this solicitation is to obtain operations, maintenance, repair, laboratory analysis and environmental reporting services required for the Groundwater Extraction and Treatment systems (GWTF) at the Naval Industrial Reserve Ordinance Plant (NIROP), Fridley, MN. The requirements also include the requirements outlined in the Remedial Action Workplan -- specifically, the GWTGF monitoring; the semi-annual groundwater monitoring; NPDES/SDS effluent monitoring; and surface water monitoring; and environmental reporting requirements. NIROP Fridley is listed on the NPL. Proper management and operation the GWTC is mondated by a Record of Decision to hydraulically contain TCE contaminated groundwater which may prevent further migration and ultimately restore groundwater quality in the acquifer to MCLs. Treated groundwater is currently being discharged to the Mississippi River via NPDES permitted outfall 002. The GWTF is designed to achieve sustainable pumping rates that total approx. 1000 GPM(currently six extraction wells). The treatment system includes four air striping units (including a cleaning system). A ploymer injection system was added to reduce scalling in the process. Also, pumping, plumbing and process logic controllers are incorporated into the system. The Remedial Action Workplan will be updated annually and therefore, the various monitoring/reporting requirements may increase/decrease in the future.
