IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is
U2A164 and the solicitation is being issued as a Request for Quote
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-13.
This contract will be awarded as a result of a Simplified Acquisition
with Full and Open competition. This procurement is NOT a small
business set-aside. However the SIC Code is 5084 and the size standard
is 100 employees. The contractor shall provide a 24 Foot Mobile
Mercury Laboratory Trailer that meets the following specifications: (1)
D.O.T. approved enclosed trailer with 24'x 8' (L x W) exterior
dimensions (exclusive of coupler), 7700 lb. GVNR. H-beam 4" drop tandem
axle assembly with 5-stud hubs & drums, minimum one-year warranty on
tandem axles. Two axle electric brakes with breakaway cord. ST205/75R15
load range "C" radial tires with 5-bolt spoke wheels. Three piece
A-frame 2-5/16" coupler. Scissor type crank down stabilizer jacks
welded to the frame, two in the front and two in the rear. Body
constructed using 12 gauge tubular steel framing 24" on center floor,
vertical posts on 16" centers, corner posts welded to bottom of frame,
rust-free non-corrosive screws (no rivets), one piece continuous roll
aluminum (no seams) sections for roof and sidewalls. Exterior
sidewalls minimum 0.300 prefinished white aluminum. Full width X 12"
deep steel rear step-bumper with steel tread plate. (2) "Central heat"
and air conditioning consisting of a minimum 24,000 BTU air
conditioning and 10KW strip heating. Mounted on front wall with duct
through ceiling with a minimum of 4 air vents. (3) Minimum insulation:
R-11 fiberglass in sidewalls, ends, and ceiling. (4) Prefinished
curbside door with screen 24" X 76" opening with right hand hinge, knob
lock, dead bolt and 22" X 15" stationary window with mirrored finish.
Door located 107" off curbside front wall. 20" fold-up step located at
the door. (5) Prefinished rear door with screen, 30" X 80" opening
with left hand hinge, knob lock, and deadbolt, and 22" X 15" stationary
window with mirrored finish. Door located as close as possible to
curbside corner. (6) Roll up curbside awning, 12' long, stating 30"
forward of curbside door and built towards rear. (7) Interior sidewalls
and ends lined with kemlight covered panels. Full length by full width
one piece vinyl linoleum floor covering. Flat white kemlight covered
1/4" plywood ceiling cover. Finished interior height approximately 7'.
(8) Interior lighting consisting of 4' four tube recessed fluorescent
light fixture with diffuser evenly spaced and centered in ceiling,
controlled by 3-way switches located at the side and rear doors. (9)
Exterior lighting consisting of two weatherproof swivel floodlights on
a 110V GFI breaker mounted one on each side of trailer and controlled
by 3-way switches located at the side and rear doors. The roadside
light to be centered and mounted as high as possible. The curbside
light to be mounted centered and as high as practical below awning.
(10) Three exterior GFI 110V outlets in weatherproof boxes. One mounted
curbside at the center of the awning, one roadside to match the
curbside mount, and one roadside at the front corner. All three
receptacles 5' off floor level. (11) Four 6-3/4" X 6-3/4" locking power
cord hatches. One on roadside wall 12" off front wall with top edge 12"
below top rail of the side wall; one installed on roadside wall 20"
from the rear wall and 50" off floor to bottom edge; one installed on
curbside wall at the rear wall 40" off floor to bottom edge; one
installed on rear wall below the panel box at floor level. Storage
bracket for power cord installed on rear wall just above the 6-3/4"
power cord hatch. (12) 125 amp 24 circuit service panel, no raceway,
located on rear wall at roadside corner. Total of 24 20-amp duplex wall
receptacles. Install 6 receptacles on curbside wall, 10 on roadside
wall, and 3 on front wall 60" off floor. Install 2 receptacles under
"knee hole" and 1 receptacle in "refrigerator frame out" (each 16" off
floor) on curbside wall. Install 1 receptacle on roadside wall 24" off
rear corner 16" off floor. (13) 8' X 8' aluminum roof platform with
3/4" wolmanized plywood deck with 36" high aluminum fold-down safety
rails and swinging entry door. Platform installed at rear of trailer.
Aluminum ladder installed on rear wall centered between rear door and
roadside corner. (14) Four weather-tight exterior duplex GFI 110V
duplex receptacles. Two per sidewall, 1 each at front of 8' platform
and 1 each at rear of platform. (15) One interior 220V circuit with
2-pole 30-amp breaker. Stub #10 wire to bell box 60" off floor and 8'
off rear roadside wall. (16) D.O.T. A-frame mounted 22 amp hr UI series
breakaway switch battery including mounting bracket, cover, battery
charge indicator, and diode isolation. Battery acid to be included.
(17) 10.0 KW "low noise" generator with 2 fuel tanks, remote electric
start, and detachable 30' exhaust hose. Locate generator and fuel tanks
in separate front roadside externally accessed compartments. External
generator door (47-1/4"W X 29"H) and fuel door (16"W X 29"H) will have
keyed locks. Include 100 amp hr deep cycle battery, vented battery
box, 6 circuit fuse panel, and 30 amp PC power source. Install 15 amp
110V duplex wall receptacle to power 30 amp PC charging unit for
on-board battery. (18) One year warranty on all electrical work. (19)
Laminated white curbside counter (24"D X 30"H X 72"L) installed from
the front wall. The first 18" length of counter from the front wall
will have a 3 drawer base cabinet with laminated fronts and grab
catches. The next 30" length of counter will be the "knee hole" of a
desk with no base cabinets. The following ~24" length of counter will
have a 3 drawer basecabinet with laminated fronts and grab catches. The
remaining length from the end of the counter to the curbside door
opening will be a bank of cabinets with a 24"W X 34"H refrigerator "cut
out". Above the "cut out", laminated front cabinets with grab catches
will be installed to the roof of the trailer. Laminated white manual
storage overhead cabinets (13-1/2" internal) installed from the from
the front curbside wall to the "cut out" cabinet bank. A small light
will be installed under the overhead cabinets with a recessed switch.
(20) Laminated white roadside counter (30"D X 36" H X 20'L) installed
from the front wall. The first ~7' of the under counter space will be
occupied by the generator and fuel tanks, a solid front wall will be
constructed under the counter in this area. The remaining under counter
space will have cabinets with laminated fronts and grab latches. The
interior of the cabinets will have one centered shelf. The last 3' of
the under counter cabinets (towards the rear of the trailer) will have
a locking lift up external access door (36"W X 30"H). The external
access door will have a smooth opening at floor level. (21) Ceramic
sink with 25 gallon fresh water holding tank, on-demand water pump,
fresh water inlet, and 34 gallon gray water tank installed in roadside
counter/cabinet unit starting just forward of wheelbox area and build
forward. (22) 3 year warranty on total construction. The following FAR
provisions apply to this solicitation: 52.212-1, Instructions to

Certifications-Commercial Items. Award will be made to the offeror that
provides the best value to the Government. All offerors are to include
with their offers a completed copy of provision 52.212-3, Offeror
