The Bureau of Reclamation (Reclamation) has a requirement for the lease
of electrical power factor insulation test equipment and computer
programs for field testing electrical insulation by measurements of
watts loss and current at a given applied voltage. The equipment shall
have a capacity of 300 milliamperes at 25 volts to 10 kilowatts, 60
hertz, and be suitable for testing bushings, potheads bus and
disconnect insulators, circuit breakers, generator windings, instrument
transformers, power transformers, power transformers of all sizes,
lightning arresters, insulating oil, askarels, other synthetic
insulation fluids, and cables in lengths up to 1,000 feet. Auxiliary
services will also be required including analysis and interpretation of
test data training and consultation. Reclamation intends to acquire the
following equipment and services from Doble Engineering Co. 1. Type
M-4000 10 KV test set -- 9ea/ 2. Type C resoning inductor- 1ea/ 3. Type
C-107, RIV Coupler -- 2ea/ 4. M4100 Instrument Transit Case- 1ea 5.
M4200 Controller Transit Case- 1ea / 6. M4300 Transport and Test
Accessories Transit Case- 1 ea/ 7. TTR Capacitors- 2ea 8. Type M4300
Transports- 9ea 9. Doble Test Assistant Field Program (field version)
9ea 10. Use of Doble engineer for training services. The estimated term
of performance for the proposed contract is from December 1, 1999
through November 30, 2000 with 2 optional performance periods of 1 year
each duration. Based on information available at this time, and in
accordance with 41 U.S.C. 253 (c)(1), implemented by FAR 6.302-1,
Reclamation considers the items specified above as sole source from
Doble Engineering Co., 85 Walnut Street, Watertown, MA 02172, and
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Any
sources who believe they can provide the required insulation test
equipment and other services under a leasing arrangement are invited to
submit, in writing, an affirmative response to this announcement within
30 calendar days of publication of this synopsis. An affirmative
response would include literature, brochures and such other materials
which correspond to the required items stated herein. This information
will be evaluated and used to determine if competitive opportunities
exist. All sources responding to this synopsis shall submit information
relating to their business size status, i.e small, large, minority
owned, women-owned, etc. The standard identifier code (SIC) for this
acquisition is 3825 and the small business standard is 500 employees or
