The USEPA intends to negotiate on a sole-source basis, under the authority of FAR 6.301, with Horiba Instruments for the upgrade of the MEXA-7200 system for the U.S. Environmental Protection Agency's National Vehicle and Fuel Emissions Laboratory (NVFEL) 2565 Plymouth Road, Ann Arbor, Michigan. The contractor shall provide the necessary detailed design, engineering, materials, equipment, and installation. The MEXA-7200 sample analysis system shall be modified by the addition an of an OVN-723A oven with two sample lines. The new oven shall have the capabilities of direct zero and span, oven leak check and an integrated IFC to provide data collection and command transfer to and from the MCU and system components. The OVN-723 shall contain the following analyzers; F1A-725A THC analyzer with dual range capability (0-500 ppmc and 0-50,000 ppmc) and CLA-720MA Nox analyzer with dual range (0-500 ppm and 0-5000 ppm). Other system modifications shall include reconfiguation of the MCU to integrate the newoven into the overall analysis system operation and the capability of the THC and Nox analyzers to operate on two ranges. The software interface is already in place in the existing Horiba system. Because of the proprietary nature of their software, Horiba is the only contractor that has, or can obtain the capabilities to perform the modifications. THIS IS NOT A REQUEST FOR PROPOSAL.
