Request for Offer (RFO) for two 240 x 320 infrared bolometer arrays to
be used in NASA's Compact Visible and Infrared Imaging Radiometer
(COVIR) instrument. The detector will perform at the 3.55-3.95 micron
wavelength, and we require quoted prices for both variable frame rate
and time delay integration capabilities (to be priced both with and
without these features). The objective of this project is to develop a
small, lightweight, low power, and low cost visible and thermal
infrared imaging radiometer instrument for NASA's Instrument Incubator
Program (IIP). The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The SIC Code and Size Standard
are 3829 and 500 employees, respectively. The provisions and clauses in
the RFO and model contract are those in effect through FAC 97-13. All
qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO is on
or about November 15, 1999 with an anticipated offer due date of on or
about December 15, 1999. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be
accessed using a WWW browser application. The Internet site, or URL,
