intends to negotiate a sole source simplified acquisition with
Pathology Associates International, 15 Worman's Mill Ct., Frederick, MD
21701 to complete the histotechnology and pathological analysis of the
EPA Study 9603-DCA Drinking Water Exposure in Mouse. The Contractor
shall process wet tissues and blocks to H&E slides and conduct
pathological evaluation of all tissues in the EPA 9603-DCA Drinking
Water Exposure in Mouse study. The EPA study 9603 is a 2 year
carcinogenicity study of DCA in the female F344 rat which completes the
DCA bioassays in male and female rats and mice. It is anticipated that
the period of performance will be from date of award through three
months. The proposed purchase order action is for services for which
the Government intends to solicit and negotiate with only one source
under the authority of FAR 6.302. Study 9603-DCA was started by
Pathology Associates International under a previous contract which
expired prior to the study's conclusion. Under said contract, Pathology
Associates International has already conducted the pathologic analysis
of tissues taken at 52 weeks into the study. EPA believes that
Pathology Associates International is the only alternative source which
would be able to complete this effort without without jeopardizing the
study's validity and avoid the time delays and duplication of costs
associated with starting the study again. No solicitation is available.
This notice of intent is not a request for competitive proposals. All
interested parties must identify their interest and capability to
respond to the requirement within 15 days of the date of this
announcement. A determination by the Government not to compete with
this proposed purchase order based upon responses to this notice is
solely within the discretion of the Government. Telephone or fax
