Veterans Affairs Medical Center, Danville, Illinois is seeking an architect/engineering firm to prepare 100% complete construction drawings and specifications for project #550-00-108, Renovations at Building 102, Wards 5 and 6, at the VA Medical Center, Danville, Illinois. Project design work will include: renovate the space in building 102 5/6 to provide for the realignment of Supply, Processing, & Distribution Section in the most efficient and cost effective manner possible. The design shall account for all electrical, HVAC, and sprinkler needs in the areas. The renovation shall also provide for a new 40 ft. x 60 ft. loading/receiving dock to be located adjacent to Building 102. This addition will necessitate the need to alter the existing roadways in the vicinity. (The design shall include adequate provisions addressing existing asbestos containing materials and lead based paint to be encountered to accomplish new work) The proposed contract is restricted for an emerging small business ($2 million average annual receipts for preceding three years). Competitive negotiations shall be used to award contract. The geographical limitation for consideration is within a 100-mile radius of the city limits of Danville, Illinois. Requests from offerors located outside the geographical area will not be honored. The estimated cost range of the construction project that shall follow is between $100,000.00 and $250,000.00. All work under this contract, exclusive of Government review time, shall be completed within 160 calendar days. The following evaluation factors shall be used in the source selection process to identify the most highly qualified sources: (a) specialized experience and technical competence in the type of work to be performed (civil engineering, landscaping, historic preservation, etc); (b) specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (c) professional capacity of the firm in the designated geographic areas to perform the work with the time limitations; (d) past record of performance on contracts with the Department of Veterans Affairs; (e) geographic location and facilities of the working office which would provide the professional services and familiarity with the area in which the project is located; (f) demonstrate success in cost effective design and achieving energy efficiency in facility design and in meeting design schedules and construction cost limitations; (g) demonstrate quality of design and technical services provided on other similar projects.
