Questions concerning this synopsis., armstrongwt@nswc.navy.mil. The
Naval Space Command, located upon the Naval Surface Warfare Center,
Dahlgren Division, Dahlgren, Virginia, requires Space Control
Operations and Mission Systems ADP Support. This requirement is offered
subject to OMB Circular A-76 and is part of an on-going cost
comparison. Offers solicited under this requirement are for the purpose
of cost comparison with Government performance of the work and will not
result in a contract if Government performance is determined to be more
advantageous. Any contract formed as a result of this solicitation will
be subject to the Service Contract Act of 1965 and will incorporate a
Wage Determination. The Space Control Operations tasks include the
detection, tracking, identifying, and cataloging of all man made
objects in space, and providing space-related operational intelligence
to Navy and Marine Corps forces. Space Control Operations are highly
sensitive and critical to national defense, and are performed 7 days
per week, 24 hours per day. The Mission Systems ADP Support task
requires the contractor to administer, maintain, and coordinate the
operations, maintenance and repair of NAVSPACECOM Mission ADP Systems
to insure efficient operations and maximum up time. Support will be
performed 7 days a week, 24 hours per day. Equipment and systems to be
supported by this task are highly sensitive and critical to national
defense. All performance will take place within the NAVSPACECOM
facility and will utilize Government furnished equipment, systems, and
software. A 5-year contract is planned consisting of a 1 year base
period and 4 annual option periods aligned to the Federal Government
fiscal year. A firm fixed price contract is anticipated with a start
date of 1 October 2000. The contractor is required to have an
administrative facility within one-hour travel time from Dahlgren, VA.
The SIC Code is 7379 and the FSC code is D399. Persons performing on
this contract will be required to be US citizens and must be cleared at
Secret and higher levels. Solicitations and amendments will only be
available via the World Wide Web at http://www.nswc.navy.mil/supply. No
hard copies will be provided. It is anticipated that the solicitation
will be posted late November 1999. The solicitation will be open for
approximately 45 days. Vendors should access the NSWCDD web site to
ensure they have downloaded all amendments. For solicitations issued
after 31 May 1998, DOD will no longer award contracts to Contractors
that are not registered in the Central Contractor Registration (CCR)
