Electronic Bid Solicitation (EBS). It is the intention of this Request
for Proposal to obtain housing maintenance and repair services for
Military Family Housing for approximately 2,317 housing units located
at Murphy Canyon Heights in San Diego, California by means of a
combination Firm Fixed Price and Indefinite Quantity type contract. The
period of performance is for a base period and three option periods
that may consist of 1 to 12 months per period. The services required
include change of occupancy maintenance, custodial services, grounds
maintenance, refuse collection/disposal, pest control/fumigation and
various minor construction repairs to structures. Offerors are required
to provide the necessary management to schedule and monitor services
ranging from routine change of occupancy maintenance to after hours'
emergency trouble calls. The services to be provided are subject to the
Service Contract Act and Davis Bacon Act wage rates. THIS REQUIREMENT
IS BEING OFFERED FOR COMPETITION LIMITED TO ELIGIBLE 8(A) CONCERNS. A
copy of your Small Business Administration letter certifying that your
company is an eligible 8(a) concern under the Small Business Section
8(a) Program shall be submitted with your proposal. AWARD MAY BE MADE
TO A FIRM OTHER THAN THAT SUBMITTING THE LOWEST PRICE. THE GOVERNMENT
INTENDS TO AWARD WITHOUT DISCUSSIONS, THEREFORE, OFFERORS INITIAL
PROPOSALS SHOULD CONTAIN THE OFFERORS' BEST TERMS FROM A COST OR PRICE
AND TECHNICAL STANDPOINT. The non-price (technical) factors combined
are significantly more important in comparison to price. Evaluation for
award will be based on offerors' Written Technical Proposal, Oral
Presentation by the Offeror and price. The Written Technical Proposal
shall address Factor C: PAST PERFORMANCE with subfactor C1: Specific
Housing Maintenance Past Performance. The Oral Presentation shall
address: Factor A: MANAGEMENT with subfactors A1: Management Plan for
Work Accomplishment, and A2: Quality Control Plan; and Factor B:
EXPERIENCE with subfactorB1: Specific Housing Maintenance Experience.
Relative importance of Factor/Subfactors: Factor A is more important
than Factor B and Factor B is equal in importance to Factor C.
Subfactors A1 and A2 are of equal importance. See Section L of the RFP
for specific details regarding factors and subfactors. Oral
Presentations will be scheduled by the Government after receipt of
proposals. THIS IS NOT A PUBLIC BID OPENING. NOTE: Plans and
specifications for this RFP will be available ONLY over the Internet at
the following website: http://www.efdsw.navfac.navy.mil/home.htm as an
Electronic Bid Set (EBS). The plans and specifications will be
available on or about December 1, 1999. For those firms certifying
themselves as an 8(a) concern: The concern and its affiliates cannot
exceed an average annual receipt for the preceding three fiscal years
of $20,000,000.00 under the Standard Industrial Classification (SIC)
Code 8744. The site visit and pre-proposal conference will be announced
in the RFP. Plan holders lists will not be faxed but will be available
ONLY at the Internet website address listed above. Hard copies (paper
sets) or CD-ROM of the solicitation will NOT be provided by the
Government. All prospective offerors and plan rooms are encouraged to
register as plan holders on the website. Registering offerors and plan
rooms must provide a complete name, address, area code, phone number,
offeror type (prime contractor, subcontractor, supplier, or plan
room), e-mail address and type of business (large, small, small
disadvantaged, women owned, etc.). Notification of any amendments to
the solicitation will ONLY be made on the website for any posted
changes. It is the sole responsibility of the offeror to continually
view the website for any amendments made to this solicitation. NOTE:
The apparent successful offeror must be registered in the Department of
Defense Central Contractor Registration (CCR) database. Award will not
be made until this requirement is met. Offerors not already registered
