The trees are located in the family housing areas, Marine Corps Base, Camp Lejeune, and Marine Corps Air Station, New River, Jacksonville, North Carolina. The ruts are to be filled with topsoil, seeded, and fertilized. The proposed contract is 100% small business set aside. The size standard for which is a concern, including its affiliates, having an average annual sales or receipts for its preceding three fiscal years not in excess of $5,000,000.
