This proposed SABER Acquisition is restricted to qualified 8(a) firms in Regions 6 and 8. Work for this project will include, but is not limited to, a broad range of maintenance, repair and minor construction work on real property, such as carpentry, pavement repair, roofing, excavation, high and low electrical voltage, plumbing, sheet metal, painting, concrete, masonry, welding and mechanical systems, for the following geographic locations in the State of Colorado: Peterson AFB, Colorado Springs CO; Cheyenne Mountain AS, Colorado Springs CO; Ft Carson, Colorado Springs CO (and satellite training areas); United States Air Force Academy, Colorado Springs CO; Schriever AFB CO.; and the Denver Colorado area. The work is required in support of each individual Base Civil Engineer (BCE) or Department of Public Works (DPW) activity. The contract will include a wide variety of individual construction tasks aslisted in the Unit Price Book (RS Means Facilities Construction Cost Data.) The BCE/DPW will identify construction requirements for each specific project, and the installation Contracting Office will issue individual delivery orders to the contractor to complete those projects. The contractor will be required to furnish all materials, equipment, and personnel necessary to design, manage and accomplish the project. Individual jobs will vary in size as set forth below. The government may award multiple contracts from this solicitation and will be using Price/Performance Trade-off with a Pass/Fail technical evaluation selection method. The total performance period for the contract will be 12 months for the basic contract period and four 12-month option periods. The total guaranteed minimum amount of $250,000.00 will be for the life of the contract. The maximum contract amount shall not exceed $60 million for the life of the contract. Competition will be limited to 8(a) firms certified for participation in the 8(a) Program who are serviced by Regions 6 or 8, and who submit capability statements to include their experience using R.S. Means Pulsar software, the use of coefficients and their ability to accept the government IMPAC card as a method of payment; express their financial condition with last fiscal years trial balance sheet, and provide proof of bonding capability in the amount of $6,000,000 to $10,000.000.00 annually. Prospective offerors must also identify potential affiliates and/or teaming members. The minimum/maximum delivery order limitations are set at $2,000.00 and $500,000.00 respectively.
