comprised, generally, of four major components packaged as a single
construction contract. Bancroft Hall, Wing 5 comprises the base
project, Bancroft Hall, Wing 6 is included as Bid Option One; King Hall
is included as Bid Option Two, and Mitscher Hall is included as Bid
Option Three. (King and Mitscher Halls are portion of the Bancroft Hall
dormitory complex). The construction project will be executed in three
phases: Bancroft Hall, Phase 7 (Wing 5); Bancroft Hall, Phase 8 (Wing
6; and Bancroft Hall, Phase 9 (King and Mitscher Halls). The phases
will be scheduled for execution over three consecutive years starting
April, 2000. The actual construction work for each construction phase
may begin in June and must be completed no later than August of the
following year. Adherence to this schedule is a major requirement. The
estimated value of this procurement including the options is greater
then $10,000,000. BANCROFT HALL, PHASE 7 (WING 5): Wing 5 at Bancroft
Hall is a portion of a residential dormitory building comprised of five
decks of dormitory rooms and a basement that houses services for the
midshipment such as uniform tailoring and distribution, laundry,
textbook storage and distribution, and a credit union. Total area of
Wing 5 is approximately 168,000 gross square feet. BANCROFT HALL, WING
6: Wing 6 at Bancroft Hall is a portion of a residential dormitory
building comprised of five decks of dormitory rooms (Wing 6 is a near
opposite hand configuration of Wing 5) and a basement that houses
medical and dental clinic operations serving the midshipmen, a post
office and other shipping/receiving areas. Total area of Wing 6 is
approximately 160,000 gross square feet. KING HALL: King Hall is a
dining facility serving the brigade of midshipmen. It has the capacity
to seat the entire brigade together for each meal with scullery
operations for dish washing and storage. Total area of King Hall is
approximately 63,000 gross square feet. The work shall be sequenced and
phased to allow one of the two sculleries to be accessible and
functional for dish washing operations throughout the duration of the
project. MITSCHER HALL: Mitscher Hall includes Chaplains' offices, a
chapel and an auditorium on one deck and a mezzanine. The total area of
Mitscher Hall is approximately 25,000 gross square feet. GENERAL WORK
DESCRIPTION: The work for the three phases of construction work
generally includes, but is not limited to hazardous materials
abatement; interior demolition including partitions, ceilings,
finishes, and mechanical and electrical systems; and exterior
demolition including aluminum windows, spandrels, and slate and copper
roofs. The work also includes interior renovation and including
partitions, ceilings, finishes, dormitory casework and mechanical and
electrical systems, and equipment; and exterior renovation including
aluminum windows, spandrels, and slate and copper roofs, and stone
cleaning and repair. In addition to the general work already described,
the unique work in King Hall includes foundations and exterior
renovation including aluminum skylights, copper, protected membrane,
and built-up roofs, structural framing and decks, precast wall panels,
and terrace deck paving. The work also includes site and landscaping
demolition and construction associated with providing construction
access staging and protected access for Food Services operations in and
around the active scullery. THIS "BEST VALUE" SOURCE SELECTION WILL BE
CONDUCTED IN TWO PHASES. After evaluation of Phase 1 a competitive
range will be established. Those offerors determined to be in the
competitive range will be able to participate in Phase 2 of this
procurement. PHASE 1 will be evaluated based on the following criteria:
FACTOR 1 -- RELEVANT EXPERIENCE: For work in which you have been a
prime construction contractor, provide a list of major past projects (a
minimum of three within the past 7 years) with adequate information for
each, for evaluation of its relevance to the following criteria: 1.
Multi-story renovation projects with size and scope minimum of 150,000
square feet and $20 million; 2. Projects similar in nature which met
or exceeded the performance requirements of the construction schedule;
3. Renovation of buildings on or eligible for the National Register of
Historic Places; 4. Government projects. FACTOR 2 -- PAST PERFORMANCE:
The Government will evaluate the quality of the offeror's past
performance will be highly influential in determining the relative
merits of the capabilities of the offeror and other competitors for
further evaluation. Provide adequate information for the projects
submitted under "Relevant Experience" to describe your performance on
those projects. Provide points of contact (client or owner) and current
telephone and fax numbers for those points of contact. FACTOR 3 --
PROJECT STAFFING: Submit the following: 1) Organization chart: Provide
a project specific organizational chart that clearly shows names,
titles, organizational relationships, and lines of authority. The chart
shall indicate subcontracted work and shall delineate
contractor/subcontractor relationships and lines of authority. 2)
Project Staffing: Provide a project staffing plan identifying key
construction quality control and management personnel proposed for the
project. Provide resumes for key personnel. They shall include, as a
minimum: Project Executive, Project Manager, General Superintendent,
and Quality Control Manager. Provide relevant experience for the team
as a whole. State whether each person is located onsite or offsite and
whether each person is full time or part time (if part time, provide
anticipated percentage of time on project). 3) Provide a brief
narrative explaining the differences in the foreseen roles of the
construction management team and quality control staffs. Explain the
expected interation and division of responsibilities between the two
staffs. After evaluating all offers from Phase 1, the Contracting
Officer may determine that the number of proposals that might otherwise
be included in the competitive range exceeds the number by which an
efficient competition can be conducted. Therefore, the Contracting
Officer accordingly may limit the number of proposals in the
competitive range to those that are most highly ranked in order to
permit efficient competition. Phase 2 of the Source Selection process
will be conducted only with those offerors determined to be in the
competitive range. ALL PROPOSALS, WITH SIX COPIES ARE TO BE RECEIVED NO
LATER THAN 2:00 P.M., 15 NOVEMBER 1999. Proposals are to be delivered
to the Contracts Dept. EFA Chesapeake, 901 M Street, S.E., Bldg 212,
Washington Navy Yard, Washington, D.C. 20374. Phase 2 evaluation
criteria will include but not be limited to: Project Mangement Team;
Specialized Subcontractor Work; Construction Schedule; Contract
Administration and Price. There will be no hard copies of Phase 1
issued. All prospective offerors shall refer to this information for
