synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). This notice is being
issued as a Request for Quotation (RFQ) for the following: 1) Breech
Body (per NASA Drawing SDD26138111-001),30 ea.; 2)Vented Breech Body
(per NASA Drawing SDD26138111-051), 2 ea.; 3) Breech Plug (per NASA
Drawing SDD26138112-001), 30 ea.; 4) Orifice Retainer (per NASA Drawing
SDD26138113-001), 30 ea.; 5) Orifice (per NASA Drawing
SDD26138114-001), 30 ea.; 6) Augmentor (per NASA Drawing
SDD26138115-001), 30 ea.; 7) Sabot Body (per NASA Drawing
SDD26138131-001), 30 ea.; 8) Cover (per NASA Drawing SDD26138140-001),
30 ea. This Pilot Parachute Mortar Hardware is a pyrotechnically
actuated device fired during Shuttle landings to deploy the main
parachute which assists the vehicle in braking. The major subassemblies
consist of the breech assembly, sabot assembly, pilot chute, and the
tube assembly. The breech assembly is a pressure combustion chamber in
which the mortar cartridge pyrotechnic is fired. The sabot serves as
the piston that pushes the pilot chute out of the tube assembly. During
Shuttle landings, the mortar cartridge is fired providing pressurized
gases to drive the sabot (piston) through the tube (cylinder) assembly,
breaking the cover's (end cap) rivets, deploying the pilot chute and
pulling out the Shuttle's main chute which is attached by riser lines
that stop the vehicle. This hardware is inert during fabrication (no
pyrotechnics involved during machine process). The parts are to be
space flight critical (certified to Shuttle specs and qualified for
Shuttle flight)and meet all critical space flight requirements
specified in the Statement of Work and is available on theinternet, at

Johnson. The provisions and clauses in the RFQ are those in effect
through FAC 97-14. The SIC code and the small business size standard
for this procurement are 3499 and 500, respectively. The quoter shall
state in their quotation their size status for this procurement. All
qualified responsible business sources may submit a quotation which
shall be considered by the agency. Delivery to JSC is required within
120 days ARO. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9. Quotations for the items(s) described above
may be mailed or faxed to the identified point of contact and include
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identificationnumber (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

FAR 52.212-1, FAR 52-212-3, FAR 52-212-4 and FAR 52.212-5a(1) and (2);
FAR 52-212-5(b)(6), (7), (8), (9),and (10) are applicable. If the end
product(s) quoted is other than domestic end product(s) as defined in
the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

Questions regarding this acquisition must be submitted in writing no
later than November 25, 1999. Quotations are due by November 29, 1999,
to the address specified above and to the attention of the specified
point of contact.Selection and award will be made on an aggregate basis
to the lowest priced, technically acceptable quoter. Technical
acceptability will be determined by information submitted by the quoter
providing a description in sufficient detail to show that the product
quoted meets the Government's requirement. Quoters must provide copies
of the provision at 52.212-3, Offeror Representation and
Certifications Commercial Items with their quote. See above for where

appointed -- See Internet Note "B". It is the quoter's responsibility
