negotiate an Indefinite Delivery/ Indefinite Quality requirements type
contract with a portion of the services with firm fixed priced monthly
rates as required by Support Services Atlantic Fleet Headquarters
Support Activity, Norfolk, Virginia. The resulting contract will be for
a base period (1 January 2000 through 30 September 2000) with four (4)
additional priced options provisions to extend the term of the
contract. All responsible sources may submit offers, quality control
and past performance data shall be considered by this agency. Company
with requisite knowledge and trained Equipment Technicians on various
Original Equipment Manufacturers (OEM) for galley equipment is
essential. The services shall include qualified personnel, parts, and
services necessary to perform preventive maintenance necessary to
maintain all Government owned galley equipment in optimum working
order. The services are to be provided within a sixty- (60) mile
radius, with locations in Norfolk, Portsmouth, Virginia Beach,
Williamsburg and Yorktown, Virginia. The offeror shall establish and
maintain a complete quality control program to assure the requirements
of the contract are provided as specified. A copy of the Quality
Control Plan (QCP) shall be submitted with offer and QCP will be
evaluated for best practices. The QCP shall contain an inspection
system covering all the services required to maintain all equipment at
optimum operational level. It must specify the areas to be inspected
on either a scheduled or unscheduled basis, how often inspections will
be accomplished, and the title of the individuals who will perform the
inspection. The methods for identifying and preventing defects in the
quality of services performed before the level of performance becomes
unacceptable. On-site records of all inspections conducted by the
Contractor and necessary corrective action taken. Methods used in
communicating with the Government regarding quality and contract
performance. Offerors shall describe their past performance on similar
contracts held within the last three (3) years which are of similar
scope, magnitude and complexity to that required by this solicitation,
or affirmatively state that they possess no relevant directly related
or similar past performance. Offerors who have held similar contracts
shall provide a detailed explanation demonstrating the relevance of
the contracts to the requirements of this RFP and shall provide the
following information: Contract number; Name of COR or company
representative; Dollar value of the contract; Detailed description of
the work performed; Number of subcontractors used, if any, and a
description of the extent of work perform by them. The Government shall
assess the risks associated with offeror's past performance and
consider the number, type and severity of any quality, delivery or cost
problems in performing the contract, the corrective action taken and
the effectiveness of the corrective action. Offerors interested in

strengthening and incorporating commercial standard procedures into
