States Department of Agriculture (USDA), Animal and Plant Health
Inspection Service (APHIS), Wildlife Services (WS), Sandusky, Ohio,
intends to issue a sole source purchase order with DRA of Washington,
Inc., to conduct research on the use of pulsed microwave radiation to
reduce bird strikes. The contractor will: 1. Design and implement a
modification to an avionics radar transmitter; 2. Estimate the
production cost of the modification; 3. Document a ground test plan and
submit plan for approval ; 4. Prepare instrumentation and make
arrangements for test; 5. Conduct the ground test; 6. Analyze the test
results and quantify improved avoidance reaction; 7. Draft a flight
test plan. SIC code 8999. The proposed contract action is for supplies
for which the Government intends to solicit and negotiate with only
one source under the authority of FAR 6.302-1. Interested persons may
identify their interest and capability to respond to the requirement or
submit proposals. This notice of intent is not a request for
competitive proposals. However, any proposals received by the response
due date will be considered by the Government to determine if
competition should be considered. Simplified procurement procedures
will be used as well as commercial item acquisition procedures per FAR
12. This solicitation document incorporates provisions and clauses
which are in effect through Federal Acquisition Circular 97-13.
