announcement is issued to provide the Government's Statement of Need
related to tasking for the Lethality and Weapons Effectiveness Branch
of the Naval Surface Warfare Center. The Naval Surface Warfare Center,
Dahlgren Division (NSWCDD) is interested in determining available
sources and related options to maximize the Government's capabilities
by identifying existing and emerging technologies related to the
configuration of the payload section of a tactical ballistic missile
(TBM) flight test target so as to replicate an actual TBM payload,
including instrumentation to determine target response to theater
ballistic missile interceptor damage mechanisms. Test target payload
configurations will be employed in all-up flight tests, so proposed
internal modifications that are developed must be capable of flight.
Utilization of existing, flight proven hardware designs where possible
is the Government's desired approach. Specific requirements are as
follows: Payload designs must be compatible with a non-separating
target test vehicle. A drawing package of the payload section is
depicted in Figure (1). The attachment (Figure 1) can be viewed by
visiting the World Wide Web at NSWCDD Procurement Division Homepage at
http://www.nswc.navy.mil/supply. The Sources Sought Number is
N00178-00-Q-1008. The external configuration of the target shroud
cannot be altered; all hardware modifications are internal to the
payload bay. The total weight available for insertion into the payload
is 182 kilograms. The Naval Surface Warfare Center, Dahlgren Division
is investigating available concepts for the following generic TBM
payloads: high-explosive unitary, bulk chemical (with inert fill),
nuclear (with no sensitive nuclear materials), chemical submunition
(with inert fills), or an instrumentation suite alone. Payloads are not
required to be exact replicas of any particular threat configuration.
Some means of determining the hit point location in a body-to-body
intercept must be included, with an accuracy of plus or minus 2 cm.
Sources responding to this Statement of Need are to provide a written
identification of proposed alternatives on or before 12:00 noon on 12
November 1999 with the opportunity for a supporting presentation at a
Government/Contractor interchange meeting with appointments available
on 16 November 1999 and 17 November 1999 from 0900-0200 (contact Pat

an appointment). Written response requirements include, at a minimum:
1- A description of the proposed payload configuration and a conceptual
drawing package of the configuration. 2- A schedule which supports, and
proposed approach to support, a June 2000 critical design review (CDR)
and a March 2001 initial launch date. The schedule shall include a
preliminary design review (PDR) within two months after authority to
proceed, and interim design reviews (IDRs) as necessary at the vendor's
facility. 3- A physical and functional description of all
instrumentation proposed, including telemetry and power requirements,
and a description of ground telemetry collection equipment required to
gather downlinked target response data. 4- Rough Order of Magnitude
cost statement which identifies anticipated costs associated with
incorporating hardware into AIRES vehicles in production lots of six
and twelve. 5- Identification of available commercial off-the shelf
technology including those items available for modification to meet
Government's unique requirements. 6- Identification of company size,
financial status and past performance (with references) for similar
tasking. Government/Contractor Interchange Meeting Requirements: At the
Government/Contractor interchange meeting, the contractor shall be
prepared to present orally the identified approach and be prepared to
answer specific questions regarding that approach. This Sources Sought
Announcement is issued in an effort to conduct market research in a
timely manner to assist in the strategic planning of upcoming efforts
related to the Lethality and Weapons Effectiveness Branch of the Naval
Surface Warfare Center. The Naval Surface Warfare Center, Dahlgren
Division's interest is identification of advances and trends in
technology and products which may have an impact on approach related to
configuration of payload and related instrumentation for the Tactical
Ballistic Missile (TBM) flight test target. This information will be
used to assist the Government in defining its acquisition strategy
related to the TBM Flight Test Target. This is not a request for
proposal nor does the Government intend to pay for requested
