Immigration and Naturalization Service (DOJ/INS) Mass Immigration
Response Support (MIRS) Project provides for the establishment of
temporary expansion facilities to augment existing INS facilities in
the event of a significant influx of undocumented aliens into the
United States. The mission of the MIRS project is to plan for, and on
order, initiate specific engineering, construction and logistics
support necessary to establish, operate, and maintain one or more
expansion facilities, depending on the magnitude and circumstances of
the emergency. In general, the expansion facilities are grouped into
two categories: Temporary Staging Facilities (TSF) and Temporary
Detention Centers (TDC). The TSF will serve as a secured processing
center and temporary holding facility for undocumented aliens awaiting
transportation to more permanent INS holding facilities. The average
length of an undocumented alien's stay at a TSF is between 24 and 72
hours. A TSF will be designed to process up to 1800 undocumented aliens
per day, with a maximum overnight capacity of 5000 undocumented aliens.
The contractor must plan life necessities. The TDC will serve as a more
permanent holding facility. Detainees may be transported to a TDC
subsequent to being processed at a TSF or other INS processing
facility, or may be transported directly to a TDC after apprehension.
The TDC will be in operation one month to two years, and may be
constructed for detainee populations from 100 to 5,000. In addition to
the TSF requirements, a TDC may require outdoor recreation areas,
courtroom areas, expanded medical facilities and support personnel for
these functions. During the Planning stage, the successful contractor
will prepare a Management Plan for each of the ten TSF sites, in
accordance with the requirements of the contract. CONTRACT PROCEDURES:
Both a cost proposal and a technical proposal will be required. The
estimated value for the Planning and Plan Maintenance stages is between
$1,000,000 and $5,000,000. The maximum estimated total contract amount
Not-to-Exceed (NTE) $350,000,000.00 covers the possibility that an
EVENT will occur requiring the execution of a task order for TSFs/TDCs.
Proposals from large business firms must comply with FAR clause
52.219-9 regarding the requirement for submission of a subcontracting
plan. Subcontracting Plan and Pre-Award Information will be submitted
as part of the proposal. Failure to submit a Subcontracting Plan and
Pre-Award Information by the closing date may result in rejection of
bid. The Fort Worth District subcontracting goals are for specified
percentages of the contractor's total planned subcontract amount to be
placed with the following: 61.2% with small business; 9.1% with small
disadvantaged business, 5.0% with women-owned small business, 2% with
Historically Black Colleges and Universities and Minority Institutions
(HBCU/MIs), and .5% with HUBZone. The Government intends to negotiate
an aggressive subcontracting plan. The estimated Contract Duration will
be an initialBase Period NTE 365 calendar days from date of contract
award plus four (4) Option Periods consisting of 365 days each. The
Standard Industrial Code (SIC) is 8744; business size standard is
$5,000,000. The Solicitation is to be issued on or about 18 November
1999. Proposals will be due on or about 03 January 2000. The Government
intends to issue this solicitation and all amendments through the use
of the Internet and CD ROM. No additional media will be provided unless
the Government determines that it is necessary. Contractors may

after solicitation issuance at the following Internet address:
http://ebs.swf.usace.army.mil. In order to be notified by the Ft. Worth
District of any changes to this solicitation, the Offeror must register
as a planholder. Any Offeror that does not register as a planholder for
this solicitation will be required to check the above Webpage daily in
order to be notified of any changes to the solicitation. This
