The Coastal Systems Station (CSS), Panama City, Florida intends to issue a sole-source purchase order to Dynamic Systems Incorporation (DSI) to provide In-Service Engineering Mine support. CSS is the designated Technical Direction Agent (TDA) and Life Cycle Manager (LCM) for Mine Warfare (MIW) and has the responsibility for providing full spectrum in-service engineering support throughout the acquisition life cycle of mine equipments and systems being developed for or in current use by the Fleet. This acquisition is for engineering and analytical support services to develop weapons system documentation required to facilitate replacement and deployment of mine systems in the fleet. This acquisition is unsuitable for full and open competition for the following reasons. The MK 187, Sonar Transmitter, and MK 130 mine batteries are the principal weapons systems used for mining that Dynamic Systems, Inc. (DSI) has supported in development of product baselines and the products for the MK 187 and MK 130 minecomponents for the past five years. As a result of these efforts, DSI has developed a unique knowledge base of the fleet support requirements for these mine systems, subsystems, equipment, and components. This effort will in large part deal directly with fleet support issues for such systems and the information base on product issues that is resident with DSI will be critical to the technical accuracy of resolutions developed. DSI is uniquely qualified to support this critical analytical effort, as they possess the in-depth knowledge of the underlying mine systems necessary to successfully perform within the required timeframe.
