(EPA) is seeking potential 8(a) sources for CALL CENTER INFORMATION
SERVICES. This requirement will support EPA Office of Solid Waste
(OSW), and various EPA program offices in their role of providing
regulatory and policy impact information to the public, members of the
regulated community, federal and, state and local governments.
Specifically, the Contractor shall operate the agencies RCRA, Superfund
& CEPPO Call Center. The contractor shall respond to information
requests on federal EPA programs developed under the Resource
Conservation and Recovery Act (RCRA), the Comprehensive Environmental
Response Compensation and Liability Act (CERCLA), and the Emergency
Planning and Community Right-to-Know Act (EPCRA), the Superfund
Amendments Reauthorization Act (SARA) Title III, the Clean Air Act
(CAA) Section 112(r), and the Oil Pollution Control Act. Currently this
effort is supported by Booz-Allen Hamilton under EPA contract number
68-W6-0016. The Agency anticipatesawarding a Firm-Fixed-Price {FFP)
contract with a 12-month base period and four 12-month option periods
totaling 60 months. For the purpose of determining business size, the
Standard Industrial Code (SIC) applicable to this procurement is 8999.
Interested 8(a) firms are encouraged to review the draft statement of
work provided at http://www.epa.gov/oamsrpod/hcsc/callctr/index.htm
and submit a brief qualification statement by 16 November 99 to the
following address: U.S. EPA, 401 M Street, SW (3805R), Washington, DC
20460. ATTN: Deborah Darry. Qualification statements shall include a
brief discussion of the offeror's capabilities in meeting: the 1)
General Requirements, 2) Call Center Service Requirements and 3)
Training Requirements as specified in the statement of work. Potential
offerors should also provide a brief statement addressing the
following factors: 1) Corporate Technical Experience, 2) Corporate
Management Experience and 3) Past Performance. The information should
not exceed five double-sided pages and shall be provided in duplicate.
The Qualification Statements will be used by the Government solely for
purpose of determining whether or not the procurement will be a set
aside. The Government will set this procurement aside if, based on a
review of the qualification statements the Government believes there
are at least two qualified 8(a) firms willing to submit proposals. The
Government's decision will be published in the "Procurement Status
Information" on or before 6 December 99. No notification of offerors
will be made relative to the Government's assessment of individual
Qualification Statements. Interested parties are advised to
periodically monitor the above website for updates concerning this

Government does not intend to make any awards on the basis of this
