Center's Wallops Flight Facility (GSFC/WFF) and the Navy intend to
issue a Draft Request for Proposal (DRFP) for the consolidation of
facility operation services and support requirements at the WFF into
one new performance based contract known as the Wallops Institutional
Consolidated Contract (WICC). NASA's concept for this activity is to
reduce management and administrative redundancies, and for the
contractor to make continuous improvements for greater efficiency while
maintaining a high level of institutional services for NASA, tenant
organizations, and customers at the WFF. The goal of this activity is
to create a responsive and effective institutional contract structure
that takes advantage of the synergy created by this consolidation and
to align industry's abilities with the GSFC/WFF Mission 2003 Plan. The
types of functions to be consolidated in this contract are: Facilities
Planning & Engineering, Logistics, Facilities O&M, Construction,
Grounds Maintenance,Custodial Services, Chemical & Biological Science
Service Support, Environmental Management Support, Health Services,
Security Services, Emergency Services, Telecommunications, Tech
Services Support, Accounting Systems Support, Propane Gas & Solid Waste
Disposal, and Information Resource Management (Navy only). The DRFP is
being issued to solicit industry's comments on the requirements,
planned terms and conditions of the proposed contract, instructions for
proposal preparation, and evaluation approaches. Potential offerors are
specifically requested to identify unnecessary or inefficient
requirements and any barriers to the implementation of the contract in
a cost effective, performance-based manner. The proposed contract type
is anticipated to be Cost Plus Incentive Fee (CPIF)/Award Term (AT).
This will be part of NASA's pilot project of issuing Award Term
Contracts. Historical data will be provided as an attachment to the
Performance Work Statement (PWS). The provisions and clauses in the
DRFP will be the most current. This procurement will be set-aside for
Small Business. The complete Product Service Code is S216. The SIC Code
and Size Standard are 8744 and $20M, respectively. The DPAS rating for
this procurement is DO-C9. The DRFP will be released on or about
December 6, 1999. All comments on the DRFP must be submitted
electronically to the contracting officer by close of business December
20, 1999 or close of business 14 calendar days after the DRFP is
released. The Government intends to hold a pre-solicitation conference
and site visit the week of 13 December. The Government plans to issue
the final RFP on or about February 15, 2000 with an anticipated
proposal due date of April 15, 2000. The Government through the use of
the DRFP, the pre-proposal conference and site visit intends to
maintain the schedule and expects industry to voice all concerns,
issues and questions in the period prior to the final RFP. The
Government intends to award based on initial offers. The Government
does not intend to hold discussions. Comments on the DRFP are not
mandatory. The use of any comments received is at the discretion of the
Government. Any subsequent RFP will be synopsized prior to its release.
In accordance with FAR 52.215-3, Solicitation for Information or
Planning Purposes (APR 1984), the Government does not intend to award
a contract based on the DRFP, or to otherwise pay for information
solicited or provided. An ombudsman has been appointed. See Internet
Note "B". The draft solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in ASCII Text, Microsoft Office Suite (Word 6.0, Excel 5.0, Power
Point 4.0) and/or Rich Text Format (RTF) and will reside on a
World-Wide Web (WWW) server, which may be accessed using a WWW browser

It is the offeror's responsibility to monitor the aforementioned
