COMBINED SYNOPSIS/SOLICITATION NUMBER RS-CIO-00-171 NOTE: THIS
ANNOUNCEMENT CONSTITUTES THE ONLY AMENDMENT TO THE SOLICITATION. A
WRITTEN AMENDMENT WILL NOT BE ISSUED. The above numbered solicitation
is amended to provide answers to written questions received through
close-of-business, 10/27/99. The closing date and time for receipt of
proposals remains at 3:30 p.m. local time on 11/3/1999. OFFERORS MUST
ACKNOWLEDGE RECEIPT OF THIS AMENDMENT on each copy of the offer
submitted or by separate letter or telegram which includes a reference
to the solicitation and amendment number. FAILURE OF YOUR
ACKNOWLEDGMENT, TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT
OF OFFERS, PRIOR TO OR ON THE DATE AND HOUR SPECIFIED, MAY RESULT IN
REJECTION OF YOUR OFFER. QUESTION NO. 1 Who is the incumbent? ANSWER
NO. 1 The incumbent is: The Faxon Company, Inc., 485 Spring Park Place,
Herndon, VA. QUESTION NO. 2 What is the value of each year of the
contract? ANSWER NO. 2 The value of each year of the contract is as
follows: Base Year Total Estimated Price: $193,295.71 Option Year One
Total Estimated Price: $212,625.28 Option Year Two Total Estimated
Price: $233,887.81 Total Estimated Base and Option Years: $639,808.80
QUESTION NO. 3 Is a current list of publications available for viewing?
If not, how many publications are currently on the list? ANSWER NO. 3
As stated in the "Background" Section of the combined
synopsis/solicitation, "The NRC Technical Library currently subscribes
to approximately 400 domestic and foreign serial titles." In addition,
as stated in the synopsis/solicitation, the Attachment entitled, "List
of Titles," containing the present list of subscriptions, can be found
at http://www.nrc.gov/ADM/CONTRACT/solcon.html. QUESTION NO. 4 Are
personnel required to conduct this work on-site at NRC or at the
contractor's location? Also, regarding personnel -- please advise of
the Level of Effort on the current contract. ANSWER NO. 4 Work is
performed at the contractor's location. As for personnel, this is a
fixed price, requirements type contract not a firm-fixed price,
level-of-effort term contract. QUESTION NO. 5 As a new small business
library services manager and former library director, can I count my
extensive, expert serials management experience? ANSWER NO. 5 As stated
under FAR 15.305(2)(iv) an offeror without a record of relevant past
performance or for whom information on past performance is not
available may not be evaluated favorably or unfavorably on past
performance. QUESTION NO. 6 Do open competitions mean that no special
considerations are given to small business/minority/woman-owned
enterprises? Or are there guidelines that apply and can be considered
by the evaluators? ANSWER NO. 6 Yes. As stated in FAR 6.003, "Full and
open competition, when used with respect to a contract action, means
that all responsible sources are permitted to compete." All other terms
