Best Value Source Selection construction contract for construction of
a new elementary school at the Tarawa Terrace II area of MCB Camp
Lejeune, North Carolina. The contractor shall provide all labor,
supervision, engineering, materials, equipment, tools, parts, supplies
and transportation to perform all work described in the
specifications. The building will be a one story masonry with concrete
floor slabs and standing seam metal roof. Facility will include
academic and applied instruction with classrooms for preschool through
grade 5, special education, media center, dining and kitchen area,
multi-purpose room, music and administration area. Building will
include HVAC, telephone/communications systems and fire alarm systems.
Exterior work includes clearing, seeding, landscaping, parking,
playgrounds, roads, sidewalks, utilities, and a stormwater management
pond. Options will be included for enhanced interior floor finish and
casework items. Upon completion of the new school, the solicitation
also includes demolition of the existing TT2 Elementary School located
within a mile of the new school site. Requirements for the Source
Selection criteria factors are as follows: (1) Corporate Experience,
Subfactors (a) Key Personnel and (b) Relevant Experience; (2) Past
Performance, Subfactors (a) Past Performance and (b) Experience
Modification Rating (EMR); and (3) Support for Small, Small
Disadvantaged Businesses and Women-Owned Small Business Program, (a)
Past Performance and (b) Subcontracting Plan Effort; and (4) Technical
Factor, Proposed Schedule; (5) Price. PROPOSERS ARE ADVISED AN AWARD
MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Proposers should not assume they will be contacted, or
afforded the opportunity to qualify, discuss, or revise their
proposals. However, the Government may contact proposers for the
purpose of clarifying aspects of their proposal. The Government also
reserves the right to enter into discussions if deemed necessary, and
if discussions are conducted the proposers will be afforded the
opportunity to revise their proposals. The approximate Request for
Proposal Date is 29 November 1999. The receipt of proposals is
approximately 4 January 2000. This solicitation is available in

file format on CD ROM. The free Acrobat Reader, required to view the
PDF files, is provided on the CD or can be downloaded from the Adobe
website. Drawings are additionally included in the generic TIF graphic
format. A charge will be made for each CD. The cost is $12.50 for the
