combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Proposal (RFP) and the solicitation number is
DAHA23-00-Q-0002. Solicitation document and incoporated provision and
clauses are current through Federal Acquisition Circular 97-13. This is
being solicited on an unrestricted basis with SIC 5044. The government
plans to award a single or multiple contracts, for a base year plus
three option years for copier service. Installation of copiers to begin
1 December 1999 and completed at all locations no later than 31
December 1999. This contract(s) to be used to support Missouri National
Guard activities. At a minimum the vendor will provide at least one
digital and/or analog copier at each geographic location. Where muliple
copiers are required, the vendor may propose a mixture of analog and
digital copiers to support the volume of copying. The Army Guard,
currently makes approximately 250,000 copies per month within the
boundaries of the Missouri National Guard, Ike Skelton National Guard
Training Site (ISTS), identified as CLIN 0001, and an additional
350,000 copies per month at armories, organizational maintenance sites
and flight facilities throughout the state identified as CLIN 0002.
Army Guard facilites and an example of average monthly copy consumption
is available electronically by e-mail leam@mo-arng.ngb.army.mil. The
government requires a single "flat rate" price per copy, per machine
type, without regard to minimum or maximum utilization of individual
copiers. The government will not guarantee minimum utilization
collectively but anticiptes that copy volume will not decrease overall
during the performance period. Solicitation/copier specifications may

Training Site (ISTS), Jefferson City, Missouri on 8 November, 1999 at
10:00 a.m. If interested in attending the site visit send e-mail
response to above address. The Government intends to evaluate proposals
and award a contract without discussions with offerors. The Government
reserves the right to conduct discussions if later determined by the
Contracting Officer to be necessary. Should discussions be deemed
necessary, due to proposal weakness, deficiency, or other issues, which
must be addressed before award, they will be conducted either orally or
in writing, with only those offerors determined to be in the
competitive range. The offeror will then be given the opportunity to
correct those deficiencies and resubmit their offer. The Government
will select the firm that represents the best overall value on the
basis of the following five (5) evaluation factors: (a) Techical
proposal; (b) Experience; (c) Qualification of Key Personnel; (d) Past
performance; and (e) Price. The relative importance of these factors
are listed in decending order: Technical proposal, Experience,
Qualifications of Key Personnel, Past Performance and Price. All
offerors shall submit two (2) copies of the following information: (1)
A firm-fixed price offer to the Government for cost per copy for
machine type (analog and/or digital). (2) Technical proposal outlining
the machine type and number at each geographical location as well as
the machine specifications to be offered, staffing and implementation
plan showing ability to meet the requirements of this solicitation. (3)
In the area of Experience submit written information showing experience
and past performance as it relates to this type service. (4) In the
area of Qualifications of Key Personnel, Submit name, and resume of
personnel identified to manage, administer, and service this contract.
(5) In the area of Past Performance submit three (3) references of
similar service to include Points of Contact (POC) and telephone
numbers. Include a completed copy of the provision at FAR 52.212-3,
Offeror Representation and Certifications -- Commercial Item. FAR
Clause 52.212-4, Contract Terms and Conditions applies to this
acquisition. FAR 52.237, Protection of Government Buildings, Equipment
and Vegetation applies to this acquisition. DFARS 252.212.7001
