This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F09609-00-Q-0003 is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. The procurement is 100% small business set-aside and will follow simplified acquisition procedures in FAR Part 13. Any awarded contract resulting from this solicitation will be firm-fixed price. The applicable standard industrial code (SIC) for business size determination is 3728 with a size standard of 1,000 employees. Dobbins Air Reserve Base, (Marietta) Georgia is soliciting quotes for the purchase and delivery of the following commercial item manufactured by Rentfrow, Inc.: CLIN 0001: 1 each, Diesel Powered Hydro-Mite Landing Gear Strut Service Stand, model HM-GT1-C or Equal. The unit shall meet or exceed the following technical requirements: The unit shall be capable of servicing C-130 aircraft oleo-pneumatic struts simultaneously with hydraulic fluid and nitrogen. Waste hydraulic fluid removed from the serviced strut shall be collected in an on-board waste reservoir for disposal. Servicing time shall not exceed 15 minutes. Fluid capability: MIL-H-83283, MIL-H-5606. Power source: Diesel. Pump: Infinitely variable pressure up to 3,000 PSI, infinitely variable flow up to 5 GPM. Instrumentation: Sufficient to monitor all pertinent aspects of the servicing cycle. Filtration: Supply fluid-3 micron absolute, disposal, non-bypass; return waste fluid-10 micron absolute, disposable, non-bypass. Hose assemblies; Servicing hoses shall be at least 30 feet in length; end fittings shall attach to standard; Schraeder valves, P/N MS28889-1 or equal, without the use of adapters. Hydraulic reservoirs; supply and waste tank capacity shall not be less than 30 gallons; fluid level shall be provided on both tanks. Nitrogen supply; the nitrogen source shall conform to MS39224 and BB-N-411 and be mounted securely on board the mobile servicing unit. Transportability: the unit, with all hose assemblies and tanks, shall be mounted on a towable chassis. This chassis shall be three wheel, 5.70 x 8.00 pneumatic tires, capable of towing at a speed of 5 MPH and shall be equipped with a hand operated rear wheel parking brake. The front wheel shall be steerable. Fork lift access locations shall be provided on the unit chassis. Unit access: the unit enclosure shall provide adequate access for routine maintenance and inspection. All items shall be preserved, packaged, packed and marked in accordance with best commercial practices. A detailed Technical Manual covering Operation, Maintenance and Parts shall be supplied with the unit. A commercial parts and labor warranty not less than one year shall be furnished with the unit. All offers shall include descriptive literature of the product being offered for evaluation purposes. Technical acceptability will be based on comparison between the descriptive literature furnished and the performance specifications required. Delivery shall be FOB Destination with all freight and shipping charges figured in the total cost of the item. Delivery is required no later than 12 weeks after contract award.
