ULTRA-FILTRATION SYSTEMS. This is a combined synopsis/solicitation, FAR
Subpart 12.6. This announcement N47408-00-T-0101 constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Multiple awards will be made on an unrestricted,
competitive, negotiated basis. The Naval Facilities Engineering Service
Center (NFESC) in Port Hueneme, CA is interested in a three-month lease
of pilot sized filtration units, used as a pretreatment device to a
reverse osmosis (RO) system. The military uses mobile desalination
systems called either reverse osmosis water purification units (ROWPU)
or tactical water purification systems (TWPS) to produce potable water
from a variety of natural water sources ranging from fresh to seawater.
Media and cartridge filters are now used as the pretreatment stages on
the ROWPUs but the overall logistics burden and life cycle costs
associated with these technologies have proven to be relatively high
especially when treating poor quality feed waters. More advanced
separation processes such as micro-filtration (MF) and ultra-filtration
(UF) offer the promise of better performance and reduced logistics
requirements. The focus will be documentation of technical performance
of a variety of MF/UF systems on a seawater source. Our intent is to
lease a variety of MF and UF pilot units, although other separation
processes may be considered, for a THREE MONTH period to obtain
operational, maintenance, and reliability data while conducting a 1000
hour performance test. This information will help determine the
suitability of various systems for use as a pretreatment stage for a
reverse osmosis process. The technical testing will be conducted at the
Seawater Desalination Test Facility (SDTF) located at NFESC, Port
Hueneme, California. The turbidity of the seawater is expected to range
from 0.5 to 2.0 NTU. A portion of tests will be conducted on a 5 to 10
NTU challenge water made from seawater and Arizona fine test dust. The
feed water expected temperature range will be between 10 to 20 degrees
Celsius with pH expected to range from 7.5 to 8.0. Candidate systems
should be nominally rated between 5 and 30 gallons per minute (GPM),
should use a membrane with a pore size 0.2 microns or less. Each pilot
system should be capable of operating unattended (24 hrs/day, 7
days/week) on a seawater feed source with minimal downtime for routine
maintenance on the system. The tests will be conducted for a period of
up to 1000 hours. The piping, pumps, and other materials on the pilot
units must be compatible with the seawater feed source. Electrical
service currently available at the SDTF is 208 VAC, three phase power.
Interested companies should provide their proposals for leasing their
pilot unit and address the following areas: Description and technical
characteristics of pilot unit (membrane type, membrane area, etc.),
Lease terms, monthly costs, and shipping costs for pilot unit, System
availability including lead time needed to obtain pilot unit, Level of
technical support provided by manufacturer, Piping and instrumentation
diagram for pilot unit, Piping connections required for installation
(inlet, outlet, and backwash), Pilot unit electrical, air and
pre-filtration requirements, Prior test data especially if pilot has
been operated on seawater feed source, System weight and dimensions,
Any special tools and equipment needed for operation of pilot unit. It
is expected that up to 10 systems will be leased for testing with
multiple awards being issued anytime through 1 June 2000. The
government reserves the right to terminate any lease early. Our intent
is to complete testing and evaluation by September 2000. Vendors who
do not respond to this announcement may be considered ineligible to
receive future awards in the short-term for like-kind equipment. The
contractor pays shipping FOB destination to CBC Port Hueneme; the
government pays return shipping. The government requires two weeks
after the three month testing in which to return the pilot size system.
Candidate pilot units should be clearly marked as property of
individual companies. The data and test results generated by this
program remain the property of the government. Individual companies
will be provided test results from their systems provided the
information is for internal use only and not used for advertising or
marketing purposes. Awards will be made under Simplified Acquisition
Procedures on a Standard Form 1449. This is a combined
synopsis/solicitation. Prospective offerors will receive no other
paperwork. FAR provisions 52-212-1 and 52.212-2, Evaluation-Commercial
Items, apply. Evaluation criteria will be technical capabilities, past
performance, and price. Offers are requested to include a completed
copy of FAR Provision 52.212-3, Offeror Representations and
Certification-Commercial Items, with the offer. FAR clause 52.212-4,
Contract Terms and Conditions-Commercial Items, applies as well as FAR
clause 52.212-5. The following FAR clauses cited in 52.212-5 apply:
