The Marine Corps Systems Command (MARCORSYSCOM), acting as the lead service, is actively investigating the development of a portable container refilling system. The system must be capable of transferring water from a large container into smaller containers in a Nuclear Biological or Chemical (NBC) contaminated environment without contaminating the water during transfer. The concept of employment for the JSCRS is that it will primarily be utilized during periods of NBC contamination. It will also be utilized by forward-deployed elements so the device must be deployable and capable of field operations. It will be set up, operated and employed by organic unit personnel. Key performance parameters associated with the JSCRS are: 1. Be capable of refilling five-gallon water cans from wheeled water trailer (all water distribution systems [O]). (a) Be capable of filling one (five [O]) five-gallon water containers at a time from wheeled water trailers (all water distribution systems [O]) in less than three (one[O]) minute [T]. (b) Be capable of filling five (ten [O]) five-gallon water cans from wheeled water trailers (all water distribution systems [O] in less than 12 (six [O]) minutes [T]. 2. Capable of filling more than two canteens at once (not required of the five-gallon water container). 3. Capable of providing self-protection to ensure the refill fittings cannot become contaminated. 4. Be equipped with connectors allowing interface with the M1 canteen cap. 5. Will be lightweight, durable and man portable for short distances. 6. Will be equipped with a backup retaining flange in the event the primary retaining flange breaks. (The retaining flange is the device that holds the cover/cap in place). The JSCRS will be compatible with a variety of water distribution systems (e.g., standard military canteen, five-gallon can, M149 and the 400 gallon wheeled water trailer). When combined with an NBC protective canteen cap, the JSCRS will provide an integrated NBC protective system that will allow the operator to refill canteens, five-gallon water cans, and commercial water packs from portable and fixed water sources in a contaminated environment. The JSCRS will be located within all types of units. If available, MARCORSYSCOM is seeking commercial, off-the-shelf (COTS) solutions. Interested sources should submit five (5) copies of descriptive, technical, and test data regarding their systems at no cost to the Government.
