This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and the test program outlined in FAR 13.6 as well as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This non-competitive action will be processed in accordance with FAR 6.302.1. (Only one responsible source and no other supplies or services will satisfy agency requirements). JFL Communications, Missouri City, Texas is the only known source that can provide an earth station communications satellite system to support the M/V Mississippi and the Dredge Hurley that will be compatible with the existing satellite system. A sole source quote is being requested pursuant to this announcement and shall reference Requisition Number W38XGR-9264-8847. Following is a listing of the minimum requirements for this system: (1) Antenna Mount; (2) 3.8 Meter KU-Band Antenna; (3) Cable -- -IFL and IF; (4) LNC Option, 35K; (5) Radio KU-Bank, 4 Watts; (6) Modem 1 Low Rate Sequential; (7) Act Networks Netperformer Mux, Frame Relay; (8) Rack Mount UPS, Miscellaneous Distribution, etc.; and (9) Installation, Optimization and System Documentation. In addition, all labor costs including travel, per diem, shipping costs and all costs associated with the installation shall be borne by the contractor. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-14, as if stated in full text, as well as the terms and conditions of FAR 52.212-1.
