(703)602-0951 EXT. 639 The Naval Sea Systems Command intends to award
a sole source contract modification to Lockheed Martin Integrated
Systems (LMIS), Inc., Post Office Box 4840, Syracuse, NY 13221-4840.
This modification will provide for approximately 110,251 man-days (MDs)
of support to the AN/SQQ-89 and related subsystems. Tasking under this
modification will include, but not be limited to, technical design
agent tasks (i.e., systems, hardware and software engineering), test
and evaluation, installation/checkout/test/repair/refurbishment,
logistic support, equipment refurbishment, equipment maintenance,
training equipment support, and lifecycle support. This contract
modification will be negotiated pursuant to 10 U.S.C. 2304(c)(1). The
Government has determined that it is necessary to award the proposed
effort sole-source to the incumbent contractor (LMIS) based on the
increased cost and risk to the AN/SQQ-89A(V)15 development program that
would result from a competition for the FY01-02 effort. Extending the
current LMIScontract period-of-performance will allow for major
AN/SQQ-89A(V)15 milestone activities to occur under the same contract,
ensuring an uninterrupted development effort. In addition, extension
of the current contract will allow concurrent competition of the
production and design agent contracts (next planned for FY02) and
subsequent award to a single contractor. To meet this requirement, the
current LM design agent contract requires extension through 08/30/02
to both parallel the current production contract and ensure a smooth
transition of the AN/SQQ-89A(V)15 design to the FY02 contractor. No
other sources have the technical qualifications or the necessary
resources to perform the work described herein in the timeframe
necessary; nor will any other services satisfy the Navy's requirements.
