The Defense Threat Reduction Agency (DTRA) has a requirement for On-Line Subscription Services from Lexis-Nexis a division of Reed Elsevier, Incorporated, for legal research in the General Counsel, Counterintelligence, Public Affairs, Financial Management and Technology Security Offices. Lexis-Nexis is the only company being considered at this time. Firms wishing to be considered for this effort must furnish clear and convincing documentation of their qualifications and/or capabilities to provide said services. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. If no affirmative written replies are received within a five (5) day period of the posting of this publication, an award will be issued to Lexis-Nexis. A determination by the Governmentto not conduct this effort as a full and open competition procurement, based upon responses to this notice, is solely within the discretion of the Government.
