commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation document, incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-14. Simplified
cquisition Procedures will be followed. The UNITED STATES DEPARTMENT
OF AGRICULTURE(USDA), Animal and Plant Inspection Service (APHIS)
intends to acquire 29,502 Torula Yeast Pellets in 50 pound(lb.)/drum.
The contract is firm-fixed price. F.O.B. Destination to nine (9)
locations. The SIC is 2869. SPECIFICATIONS: The bait pellets will
consist of 45% Torula yeast (Type B) and 55% dry borax decahydrate by
weight (2.25 grams: 2.75 grams, Torula yeast : borax decahydrate)
pressed into pellets that will weigh 5 grams + 0.5 gram. Additional
prerequisites include: Torula yeast: The Torula yeast will be dried
inactive Type B strain with the following parameters: Protein (N X
6.25) -- 45.0% Minimal; Non Protein N average -- 0.3%- 0.5%; Minerals
(ash) -- 7.0%-7.8%; Fiber (AOAC) -- 0.4%-0.5%; Carbohydrates --
25%-30%; Moisture -- 4.5%-7.0% Maximum: Borax Decahydrate: The borax
decahydrate will be of a 10 Molar standard technical grade:

Specifications: 1. The pellets must dissolve at a rate of one pellet
per 100 ml of cold tap water within 1 hour. 2. The pellets will break
when a force of 5-15 Kilo pods is applied. It is preferable that no
pellet break within the 10-15 Kilo pod range. 3. The pellets will be
packaged in durable crush-proof fiberboard drums for shipments of 25
but no more than 50 pounds to prevent breakage during transit, storage
and normal handling. Each drum will have a moisture-proof plastic
lining and will include a prepackaged desiccant approved for use in
food products. 4. Each shipment will have a certificate of conformance
that the above requirements have been met. 5. The pellets may be field
tested to certify that they will function in prescribed traps. 6. The
buyer reserves the right to have the pellets inspected by an
independent laboratory and will reject the shipment if above
requirements are not met. A first article sample is required to be
shipped to Edinburg, TX within 30 days after award. LIST THE COST FOR
