Transportation Systems Center (Volpe Center) intends to negotiate on a
non-competitive basis with Charles River Associates for the assessment
of Amtrak s Northeast Corridor (NEC) rail ridership and financial
projections in support of the Department of Transportation s Office of
Investigator General (OIG s) assessment of Amtrak s operational and
financial requirements. The assessment shall consist of, at a minimum,
a review of the revenue and ridership projections for the NEC and the
High-Speed Rail project, as well as of the associated expenses for
operating planned high-speed rail service in the NEC. This will require
a comprehensive assessment of Amtrak s projected funding and revenue
sources, models of ridership potentials, and an acknowledgement of the
likely impact on its projected operating and capital expenses. The
study will focus on the ridership and financial impacts of improved
rail service and not the financial impacts of other NEC activities. The
Contractor will analyzeAmtrak s 2000 Strategic Business Plan (that is
expected to be issued in November of 1999) and associated input data
used by Amtrak and its contractors to identify significant changes in
assumptions and methods. The Contractor will update modal travel
characteristics data and planned Amtrak service data, and produce
independent revenue and ridership projections. If it is found necessary
to revise earlier revenue and/or ridership projections, the Contractor
will do so, and will assess the impact that such revisions are likely
to have upon expenses. The Contractor will also i nvestigate
revenue-maximizing fare and service stopping policies that might be
implemented in the Boston to New York segment of the corridor. In
addition, the Contractor will support Volpe in the evaluation of Amtrak
s Market Based Network Analysis (MBNA) methodology. If you feel you
