battern@spawar.navy.mil. BROAD AGENCY ANNOUNCEMENT (BAA): The Space and
Naval Warfare Systems Center, San Diego (SPAWARSYSCEN) in support of
the Office of Naval Research (ONR) is seeking proposals (technical and
cost) for research and development of tactical data link dynamic
networking technology for potential application in the Link-16
environment. Specific technologies include distributed dynamic time
division multiple access protocol technology and dynamic network
participation group management technology. Dynamic time division
multiple access protocol technology involves the efficient and
effective allocation of time slots across the tactical network. This
includes the extension of time slot allocation across network
participation group (NPG) boundaries. Dynamic network participation
group management technology will yield the ability to assign platforms
to NPGs once the tactical network has been deployed. This technology
will enable tactical terminals to dynamically join and exit NPGs.
Proposed efforts should offer potential for significant improvement to
current static network resource allocation techniques. ONR, SPAWAR and
PMW-159 have identified these dynamic network resource allocation
technologies as key to the future of tactical communications. Once
developed and proven, PMW-159 will employ these new technologies in the
tactical environment. Proposals can cover up to a three year period
including FY00, FY01 and FY02. Proposals that demonstrate high quality
cost sharing by the contractor (i.e. cash, labor or consumable
materials) are preferred. The projected budget for award is $ 200K in
FY00, $250K in FY01 and $300K in FY02. This BAA will close 12/01/99 or
30 calendar days from publication. Awards will depend upon evaluations
described below and availability of funds. The Government further
reserves the right to issue contracts, grants, cooperative agreements
or other transactions. To save preparation costs and effort, Offerors
are strongly encouraged to submit an initial five-page synopsis with
technical description ofthe effort, a preliminary schedule,
identification of risks, and a rough cost estimate. The synopsis will
be evaluated as to potential, and the Offeror notified as to possible
interest by the government, upon notification the proposer will be
requested to submit a complete proposal consisting of two separate
volumes, technical and cost. The synopsis is due 30 days after CBD
publication. Award decisions will be based on a competitive selection
of proposals resulting from a peer and/or scientific review.
Evaluations will be conducted using the following evaluation criteria
(listed in order of importance): (1) Overall scientific or technical
merits of the proposal; (2) potential transition to Department of
Defense systems; (3) the Offeror's capabilities, related experience,
plan of execution, and facilities; (4) Quality and Amount of Cost Share
(the proposer should bear a portion of project costs and the cost share
should be high quality. (5) realism of the proposed cost; (6)
availability of funds; (7) Past performance; (8) For acquisitions with
large businesses: the extent to which offerors identify and commit to
small business and to small disadvantaged business subcontracting. The
technical volume of the proposal is limited to 50 pages (Eight and
one-half by eleven inches), excluding resumes, and
management/facilities information. This volume should also include a
separate section of specific task/subtask statements of the proposed
work so that these could be incorporated into a Government Statement of
Work (SOW). It shall also provide complete technical details, a
contractor statement of work, a schedule, discussions of risks, and
discussions of value and purpose. The schedule should include the
milestones and deliverables, reports, software and hardware. This
volume should also clearly illustrate any technical data or computer
software, which will be supplied to the government and should identify
other funding agencies for which the proposal has been submitted. It
is desired that all proposed technologies, protocols, technical data or
computer software be supplied with unlimited rights to the government.
Proprietary solutions are discouraged. The cost volume should: 1) be
a separate document which clearly shows the costs of each proposed task
separately, by month; and 2) provide Contract Pricing proposal Cover
Sheet IAW FAR 15-2, supported by adequate breakout of cost elements and
rates by month for the purpose of cost/price analysis. **Proposed
subcontractor costs should be proposed in a similar detail. Cost
proposals should be valid for a period of six (6) months after the date
of submission. An original plus four copies of the technical volume,
plus three copies of the cost volume should be submitted to SPAWAR
SYSCEN, Attn: Contracting Officer, Code D212, 53560 Hull St., San

period of this announcement and should be unclassified. The Government
reserves the right to select for award, all, some, or none of the
proposals received in response to this announcement. The Government may
also only select specific tasks within a proposal for award. This
notice constitutes a BAA as contemplated in FAR 6.102(d)(2). No
additional written information is available, nor will a formal request
for proposal (RFP) or other solicitation regarding this announcement
be issued. Interested parties are invited to respond to this synopsis.
All responsible parties' responses will be considered. No hard copy
