Army Tank automotive and Armaments Command (TACOM)in Warren,Michigan
intends on issuing a single contract for the supplies and services to
accomplish the requirements of this Total Package Fielding (TPF)effort.
This effort is to provide support to field new weapon systems. TPF has
been developed by the Army to manage this fielding process. TPF
minimizes the workload of the gaining unit by gathering the end item
and all required support into a single package, which is identified,
assembled, funded, and depressed by the materiel developer. Those
weapon systems that will be served under this action are the M2/3
Bradley Fighting Vehicle Systems and derivative vehicles, the M113
family of vehicles, the M88A2 Hercules, and the M9 Ace. The TPF effort
will be acquired on a best value basis utilizing the tradeoff process.
The tradeoff process allows the source selection authority the
flexibility to select the best value, which may not always be the
lowest price or highest technically rated proposal.The eventual
decision will involve a comparison of the non-cost strengths,
weaknesses and risks against the evaluated cost offered of each
proposal, with judgment applied as to which one provides the best
combination. The acquisition of the TACOM TPF effort will be conducted
as a small business set-aside. The single award will be issued under
a Cost plus Fixed Fee type Contract. Work will commence upon issuance
of a Work Directive. The Work Directives will be awarded as a
level-of-effort. The contract is comprised of a base year (12 months)
and four (4) one-year option periods. There will be a base year effort
of 46,000 hours with an additional 16,000 hours for a surge effort.
Total hours are estimated at 310,000 with all options exercised over
