The Defense Threat Reduction Agency (DTRA) proposes a 12 month effort, to commence o/a 15 DEC 1999, to Ktech Corporation, without using full and open competition, for an effort entitled "Upgrade to the UCVS (Ultrafast Closing Valve System) Debris Mitigation System." Ktech is currently under contract to develop, manufacture, and field a validated, economic debris system for soft x-ray testing. An x-ray transport code, entitled "PUFF Thin Film Radiation Transport (TFRT) code," is used for the modeling of debris generation processes. This new action will provide for an upgrade to the system to allow compilation on standard Y2K-compliant PC units. Ktech was funded by Phillips Lab to develop the PUFF/TFRT code. Ktech wrote the TFRT radiation transport code that accounts for secondary electron scattering and modified the PUFF code to run on present day platforms and to accept TFRT input. Ktech has maintained this code for the Weapons Effects community since about 1986. Further, they have the staff that is familiar with the code constructions and with the deficiencies of the present version that is available to DTRA. Ktech has been the sole developer of the code for the Airforce Research Laboratory (AFRL). The cost associated with another contractor learning the codes would far exceed the projected costs of specified upgrades. Additionally, it is estimated that a time delay of at least six months would ensue. Ktech is therefore the only contractor that can perform the effort. See Note 22.
