Agency (DTRA) proposes a 14.5 month effort, to commence o/a 15 DEC
1999, to Mission Research Corporation, without using full and open
competition, for an effort entitled "Hardening Microwave Integrated
Circuits Additions." This effort with MRC provides for hardening of
sensitive receiver components. MRC has made unique advances in the
development of protection technology and hardening design rules for the
sensitive front-end of receivers. The front-end of the receivers is the
section that amplifies the weak signals collected by the antenna for
further processing and demodulation further down the chain of circuit
elements. Another firm will not likely be able to duplicate MRC's
unique understanding of the phenomenon of substrate conduction without
significant additional expenditures. A new contractor would have
perform significant duplication of effort to achieve a correlation
between the theory and the lab measurements. MRC is therefor the only
contractor that can perform the effort. See Note 22. For further
